A bill to posthumously award the Congressional Gold Medal, collectively, to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, in recognition of their contributions to the Nation.

116TH CONGRESS 2D SESSION S. 2054 AN ACT To posthumously award the Congressional Gold Medal, col- lectively, to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, in recognition of their con- tributions to the Nation. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 2 † S 2054 ES SECTION 1. FINDINGS. 1 Congress makes the following findings: 2 (1) On September 11, 2012, the United States 3 consulate, and its personnel in Benghazi, Libya, 4 were attacked by militants. 5 (2) Four Americans were killed in the attack, 6 including Ambassador J. Christopher Stevens, Sean 7 Smith, Glen Doherty, and Tyrone Woods. 8 (3) Glen Doherty and Tyrone Woods were 9 former Navy SEALs who served as security per- 10 sonnel in Libya. As the attack unfolded, they bravely 11 attempted to defend American property and protect 12 United States diplomatic personnel. In so doing, 13 they selflessly sacrificed their own lives. 14 (4) Glen Doherty was a Navy SEAL for 12 15 years and served in Iraq and Afghanistan. He at- 16 tained the rank of Petty Officer First Class and 17 earned the Navy and Marine Corps Commendation 18 Medal. After leaving the Navy, Glen Doherty worked 19 with the Department of State to protect American 20 diplomats. 21 (5) Tyrone Woods served for 20 years as a 22 Navy SEAL including tours in Iraq and Afghani- 23 stan. In Iraq he led multiple raids and reconnais- 24 sance missions and earned the Bronze Star. After 25 retiring from the Navy as a Senior Chief Petty Offi- 26 3 † S 2054 ES cer, Tyrone Woods worked with the Department of 1 State to protect American diplomats. 2 (6) J. Christopher Stevens served for 21 years 3 in the U.S. Foreign Service. He was serving as U.S. 4 Ambassador to Libya and previously served twice in 5 the country, as both Special Representative to the 6 Libyan Transitional National Council and as the 7 Deputy Chief of Mission. Earlier in his life, he also 8 served as a Peace Corps volunteer teaching English 9 in Morocco. 10 (7) Sean Smith served for 6 years in the U.S. 11 Air Force. He attained the rank of Staff Sergeant 12 and was awarded the Air Force Commendation 13 Medal. After leaving the Air Force, Sean Smith 14 served for 10 years in the State Department on var- 15 ious assignments, which took him to places such as 16 Baghdad, Brussels, Pretoria, and The Hague. 17 (8) As their careers attest, all four men served 18 their country honorably. 19 SEC. 2. CONGRESSIONAL GOLD MEDAL. 20 (a) AWARD AUTHORIZED.—The Speaker of the 21 House of Representatives and the President pro tempore 22 of the Senate shall make appropriate arrangements for the 23 posthumous award, on behalf of the Congress, of a single 24 gold medal of appropriate design collectively in commemo- 25 4 † S 2054 ES ration of Glen Doherty, Tyrone Woods, J. Christopher 1 Stevens, and Sean Smith, in recognition of their contribu- 2 tions to the Nation. 3 (b) DESIGN AND STRIKING.—For the purposes of the 4 award referred to in subsection (a), the Secretary of the 5 Treasury (hereafter in this Act referred to as the ‘‘Sec- 6 retary’’) shall strike the gold medal with suitable emblems, 7 devices, and inscriptions, to be determined by the Sec- 8 retary. 9 (c) CENTRAL INTELLIGENCE AGENCY MUSEUM.— 10 (1) IN GENERAL.—Following the award of the 11 gold medal under subsection (a), the gold medal 12 shall be given to the Central Intelligence Agency 13 Museum, where it will be displayed as appropriate 14 and made available for research. 15 (2) SENSE OF CONGRESS.—It is the sense of 16 Congress that the Central Intelligence Agency Mu- 17 seum should make the gold medal received under 18 paragraph (1) available for display elsewhere, par- 19 ticularly at other appropriate locations associated 20 with Glen Doherty, Tyrone Woods, J. Christopher 21 Stevens, and Sean Smith. 22 SEC. 3. DUPLICATE MEDALS. 23 Under such regulations as the Secretary may pre- 24 scribe, the Secretary may strike and sell duplicates in 25 5 † S 2054 ES bronze of the gold medal struck under section 2, at a price 1 sufficient to cover the costs of the medals, including labor, 2 materials, dies, use of machinery, and overhead expenses. 3 SEC. 4. NATIONAL MEDALS. 4 Medals struck pursuant to this Act are national med- 5 als for purposes of chapter 51 of title 31, United States 6 Code. 7 Passed the Senate December 15, 2020.
