SHORT TITLE. 1 This Act may be cited as the ‘‘Weatherizing Infra- 2 structure in the North and Terrorism Emergency Readi- 3 ness Act of 2019’’. 4 SEC. 2. EXERCISE ON TERRORIST ATTACK DURING EX- 5 TREME COLD. 6 (a) IN GENERAL.—In addition to, or as part of exer- 7 cise programs currently carried out by the Department of 8 Homeland Security, to enhance domestic preparedness for 9 terrorism, promote the dissemination of homeland security 10 information, and test the homeland security posture of the 11 United States, the Secretary of Homeland Security, acting 12 through appropriate offices and components of the De- 13 partment, shall develop and conduct a collective response 14 to terrorism exercise that includes management of cas- 15 cading effects on critical infrastructure (as such term is 16 defined in section 1016(e) of Public Law 107–56 (42 17 U.S.C. 5195c(e))), such as an extreme cold weather event 18 caused by a polar vortex. 19 (b) EXERCISE REQUIREMENTS.—The exercise re- 20 quired under subsection (a) shall include a scenario involv- 21 ing the following: 22 (1) An extreme cold weather event, such as an 23 event caused by a polar vortex, with respect to ac- 24 cess to critical services. 25 VerDate Sep 11 2014 00:38 Dec 11, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3669.RFS H3669 aiking on DSK30JT082PROD with BILLS 3 HR 3669 RFS (2) Any cascading effects on critical infrastruc- 1 ture. 2 (3) How the effects of a successful terrorist at- 3 tack against critical infrastructure could be miti- 4 gated by emergency managers, State officials, and 5 appropriate private sector and community stake- 6 holders. 7 (4) How the resilience of communities that 8 could be impacted by such an attack could be bol- 9 stered. 10 (5) Coordination with appropriate Federal de- 11 partments and agencies, and State, local, Tribal, 12 and territorial agencies. 13 (6) Coordination with appropriate private sector 14 and community stakeholders. 15 (c) REPORT.—Not later than 60 days after the com- 16 pletion of the exercise required under subsection (a), the 17 Secretary of Homeland Security shall, consistent with the 18 protection of classified information, submit to the Com- 19 mittee on Homeland Security of the House of Representa- 20 tives and the Committee on Homeland Security and Gov- 21 ernmental Affairs of the Senate an after-action report pre- 22 senting the initial findings of such exercise, any immediate 23 and longer-term plans for incorporating lessons learned 24 into future operations of the Department of Homeland Se- 25 VerDate Sep 11 2014 00:38 Dec 11, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3669.RFS H3669 aiking on DSK30JT082PROD with BILLS 4 HR 3669 RFS curity, and any proposed legislative changes informed by 1 such exercise. 2 Passed the House of Representatives December 9, 2019.
