SHORT TITLE. 1 This Act may be cited as the ‘‘Counter Terrorist Net- 2 work Act’’. 3 SEC. 2. DUTY TO COUNTER TERRORIST NETWORKS; DE- 4 TAILS AND ASSIGNMENT. 5 Section 411 of the Homeland Security Act of 2002 6 (6 U.S.C. 211) is amended— 7 (1) in subsection (g)(4)— 8 (A) in subparagraph (C)— 9 (i) in clause (vi), by striking ‘‘and’’ at 10 the end; 11 (ii) by redesignating clause (vii) as 12 clause (viii); and 13 (iii) by inserting after clause (vi) the 14 following new clause: 15 ‘‘(vii) collaborate with appropriate 16 agencies, including Federal, State, local, 17 Tribal, and international entities, to en- 18 hance border security through operations 19 such as operations that seek to disrupt and 20 dismantle networks, including foreign ter- 21 rorist organizations (as such term is de- 22 scribed in section 219 of the Immigration 23 and Nationality Act (8 U.S.C. 1189)), that 24 pose terrorist or other threats; and’’; 25 VerDate Sep 11 2014 23:04 Oct 15, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3526.RFS H3526 kjohnson on DSK79L0C42 with BILLS 3 HR 3526 RFS (2) by redesignating subsections (p) through (r) 1 as subsections (q) through (s), respectively; and 2 (3) by inserting after subsection (o) the fol- 3 lowing new subsection: 4 ‘‘(p) ASSIGNMENT OF PERSONNEL.—The Commis- 5 sioner may detail or otherwise assign personnel of U.S. 6 Customs and Border Protection to other appropriate agen- 7 cies, including to serve overseas in support of global infor- 8 mation sharing partnership operations in furtherance of 9 enhancing border security, including by preventing entry 10 into the United States by individuals known or suspected 11 of being associated with a network, including a foreign ter- 12 rorist organization (as such term is described in section 13 219 of the Immigration and Nationality Act (8 U.S.C. 14 1189)), that poses terrorist or other threats.’’. 15 SEC. 3.
