mittee on Environment and Public Works
A BILL
To amend the Pittman-Robertson Wildlife Restoration Act
to modernize the funding of wildlife conservation, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Modernizing the Pitt-
4
man-Robertson Fund for Tomorrow’s Needs Act’’.
5
SEC. 2. PURPOSE.
6
The first section of the Pittman-Robertson Wildlife
7
Restoration Act (16 U.S.C. 669) is amended by adding
8
at the end the following: ‘‘One of the purposes of this Act

is to provide financial and technical assistance to the

States for the promotion of hunting and recreational
2
shooting.’’.

SEC. 3. DEFINITIONS.
4
Section 2 of the Pittman-Robertson Wildlife Restora-
5
tion Act (16 U.S.C. 669a) is amended—
6
(1) by redesignating paragraphs (2) through
7
(9) as paragraphs (4) through (11), respectively;
8
and
9
(2) by inserting after paragraph (1) the fol-
10
lowing:
11
‘‘(2) for the purposes of determining the num-
12
ber of paid hunting-license holders in a State, the
13
term ‘fiscal year’ means the fiscal year or license
14
year of the State;
15
‘‘(3) the term ‘hunter recruitment and rec-
16
reational shooter recruitment’ means any activity or
17
project to recruit or retain hunters and recreational
18
shooters, including by—
19
‘‘(A) outreach and communications as a
20
means—
21
‘‘(i) to improve communications with
22
hunters, recreational shooters, and the
23
general public with respect to hunting and
24
recreational shooting opportunities;

‘‘(ii) to reduce barriers to participa-
1
tion in these activities;
2
‘‘(iii) to advance the adoption of
3
sound hunting and recreational shooting
4
practices;
5
‘‘(iv) to promote conservation and the
6
responsible use of the wildlife resources of
7
the United States; and
8
‘‘(v) to further safety in hunting and
9
recreational shooting;
10
‘‘(B) providing education, mentoring, and
11
field demonstrations;
12
‘‘(C) enhancing access for hunting and rec-
13
reational shooting, including through range con-
14
struction; and
15
‘‘(D) providing education to the public
16
about the role of hunting and recreational
17
shooting in funding wildlife conservation;’’.

SEC. 4. APPORTIONMENT OF AVAILABLE AMOUNTS.
19
(a) APPORTIONMENT OF CERTAIN TAXES.—The first
20
subsection (c) of section 4 of the Pittman-Robertson Wild-
21
life Restoration Act (16 U.S.C. 669c) is amended—
22
(1) by inserting ‘‘APPORTIONMENT OF REVE-
23
NUES FROM PISTOLS, REVOLVERS, BOWS, AND AR-
24
ROWS.—’’ after the enumerator;

(2) by striking ‘‘One-half’’ and inserting the fol-

lowing:

‘‘(1) IN GENERAL.—Subject to paragraph (2),
3
1⁄2’’;
4
(3) by striking ‘‘: Provided, That’’ and inserting
5
a period;
6
(4) by striking ‘‘each State shall be apportioned
7
not more than 3 per centum and not less than 1 per
8
centum of such revenues’’ and inserting the fol-
9
lowing:
10
‘‘(2) CONDITION.—The amount apportioned to
11
each State under paragraph (1) shall be not greater
12
than 3 percent and not less than 1 percent of the
13
revenues described in that paragraph’’;
14
(5) in paragraph (2) (as so designated), by
15
striking ‘‘one-sixth of 1 per centum of such reve-
16
nues’’ and inserting ‘‘1⁄6 of 1 percent of those reve-
17
nues’’;
18
(6) by striking ‘‘For the purpose’’ and inserting
19
the following:
20
‘‘(3) POPULATION
DETERMINATION.—For the
21
purpose’’; and
22
(7) by adding at the end the following:
23
‘‘(4) USE OF FUNDS.—In addition to other uses
24
authorized under this Act, amounts apportioned

under this subsection may be used for hunter re-

cruitment and recreational shooter recruitment.’’.

(b) TECHNICAL CORRECTION.—Section 4 of the Pitt-
3
man-Robertson Wildlife Restoration Act (16 U.S.C. 669c)
4
is amended by redesignating the second subsection (c) and
5
subsection (d) as subsections (d) and (e), respectively.

SEC. 5. EXPENDITURES FOR MANAGEMENT OF WILDLIFE
7
AREAS AND RESOURCES.
8
Section 8 of the Pittman-Robertson Wildlife Restora-
9
tion Act (16 U.S.C. 669g) is amended—
10
(1) in subsection (a), in the third sentence, by
11
striking ‘‘and public relations’’; and
12
(2) in subsection (b)(1), by striking ‘‘, as a part
13
of such program’’.

SEC. 6. FIREARM AND BOW HUNTER EDUCATION AND SAFE-
15
TY PROGRAM GRANTS.
16
Section 10(a)(1)(A) of the Pittman-Robertson Wild-
17
life Restoration Act (16 U.S.C. 669h–1(a)(1)(A)) is
18
amended—
19
(1) in clause (iii), by striking ‘‘and’’ at the end;
20
and
21
(2) by adding at the end the following:
22
‘‘(v) the enhancement of hunter re-
23
cruitment and recreational shooter recruit-
24
ment; and’’.

SEC. 7. MULTISTATE CONSERVATION GRANT PROGRAM.

(a) IN GENERAL.—Section 11 of the Pittman-Robert-
2
son Wildlife Restoration Act (16 U.S.C. 669h–2) is
3
amended—
4
(1) in subsection (a)(1)—
5
(A) by striking ‘‘Not more than’’ and in-
6
serting the following:
7
‘‘(A) IN GENERAL.—Not more than’’; and
8
(B) by adding at the end the following:
9
‘‘(B) AVAILABILITY
FOR
HUNTER
AND
10
RECREATIONAL SHOOTER GRANTS.—Not more
11
than $5,000,000 of the revenues covered into
12
the fund from any tax imposed under section
13
4161(b) of the Internal Revenue Code of 1986
14
for a fiscal year shall be available to the Sec-
15
retary exclusively for making hunter recruit-
16
ment and recreational shooter recruitment
17
grants that promote a national hunting and
18
shooting sport recruitment program, including
19
related communication and outreach activi-
20
ties.’’;
21
(2) in subsection (b)(3), in the matter pre-
22
ceding subparagraph (A), by striking ‘‘Inter-
23
national’’;
24
(3) in subsection (c)(2)(A)—

(A) in the matter preceding clause (i), by

striking ‘‘International’’; and
2
(B) in clause (i), by inserting ‘‘or to rec-
3
reational shooting activities’’ after ‘‘wildlife’’;
4
and
5
(4) in subsection (d), by inserting ‘‘or to rec-
6
reational shooting activities’’ after ‘‘wildlife’’.

(b) STUDY.—Not later than 10 years after the date
8
of enactment of this Act, the Secretary of the Interior,
9
acting through the Director of the United States Fish and
10
Wildlife Service, shall—
11
(1) review and evaluate the effects of the funds
12
made available under subparagraph (B) of section
13
11(a)(1) of the Pittman-Robertson Wildlife Restora-
14
tion Act (16 U.S.C. 669h–2(a)(1)) on funds avail-
15
able for wildlife conservation; and
16
(2) submit a report describing the results of the
17
review and evaluation under paragraph (1) to—
18
(A) the Committee on Environment and
19
Public Works of the Senate; and
20
(B) the Committee on Natural Resources
21
of the House of Representatives.
