To direct the Director of National Intelligence to carry out a prize competition
to stimulate research and development relevant to 5G technology.

Mr. KRISHNAMOORTHI introduced the following bill; which was referred to the
Committee on Science, Space, and Technology, and in addition to the
Permanent Select Committee on Intelligence, for a period to be subse-
quently determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

To direct the Director of National Intelligence to carry out
a prize competition to stimulate research and develop-
ment relevant to 5G technology.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Promoting Research,
4
Innovation, and Zeal in Emerging 5G Technology Act’’ or
5
the ‘‘PRIZE 5G Tech Act’’.

SEC. 2. ESTABLISHMENT OF 5G PRIZE COMPETITION.

(a) PRIZE COMPETITION.—Pursuant to section 24 of
2
the Stevenson-Wydler Technology Innovation Act of 1980
3
(15 U.S.C. 3719), the Director of National Intelligence,
4
acting through the Director of the Intelligence Advanced
5
Research Projects Agency, shall carry out a program to
6
award prizes competitively to stimulate research and de-
7
velopment relevant to 5G technology.

(b) PRIZE AMOUNT.—In carrying out the program
9
under subsection (a), the Director may award not more
10
than a total of $5,000,000 to one or more winners of the
11
prize competition.

(c) CONSULTATION.—In carrying out the program
13
under subsection (a), the Director may consult with the
14
heads of relevant departments and agencies of the Federal
15
Government.

(d) 5G TECHNOLOGY DEFINED.—In this section, the
17
term ‘‘5G technology’’ means hardware, software, or other
18
technologies relating to fifth-generation wireless networks.
