Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. DEVELOPMENT AND IMPLEMENTATION OF POLI- 1 CIES AND PROGRAMS TO PREVENT AND 2 TREAT GAMBLING DISORDER AMONG MEM- 3 BERS OF THE ARMED FORCES AND THEIR DE- 4 PENDENTS. 5 (a) POLICIES AND PROGRAMS.— 6 (1) IN GENERAL.—The Secretary of Defense 7 shall develop and implement policies and programs 8 on prevention, education, and treatment of gambling 9 disorder and integrate gambling disorder into exist- 10 ing mental health and substance use disorder pro- 11 grams. 12 (2) CONSULTATION.—The Secretary shall de- 13 velop the policies and programs described in para- 14 graph (1) in coordination with the Secretary of Vet- 15 erans Affairs, the Secretary of Homeland Security, 16 and the Secretary of Health and Human Services. 17 (b) EDUCATIONAL MATERIALS AND PROMOTION OF 18 RESPONSIBLE BEHAVIOR.— 19 (1) IN GENERAL.—In carrying out policies and 20 programs developed and implemented under sub- 21 section (a)(1), if the Secretary hosts or provides 22 gambling activities at a morale, welfare, and recre- 23 ation facility of the Department of Defense, the Sec- 24 retary shall, at that facility— 25 (A) provide— 26 VerDate Sep 11 2014 03:33 Jul 11, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2060.IS S2060 pamtmann on DSKBFK8HB2PROD with BILLS 3 •S 2060 IS (i) educational materials and a list of 1 resources to assist and empower members 2 of the Armed Forces to identify the risks 3 of gambling; and 4 (ii) a list of resources and informa- 5 tional material on where such members can 6 seek help if they develop gambling dis- 7 order; and 8 (B) implement measures that encourage 9 responsible behavior consistent with measures 10 authorized and required by commercial and 11 tribal gaming regulators in the United States. 12 (2) FUNDING OF MEASURES.—The Secretary 13 shall fund measures implemented under paragraph 14 (1)(B) through the use of proceeds generated by 15 gambling activities at morale, welfare, and recreation 16 facilities of the Department. 17 (c) REPORT.—Not later than one year after the date 18 of the enactment of this Act, the Secretary shall submit 19 to the congressional defense committees a report on efforts 20 undertaken under this section. 21 (d) CONGRESSIONAL DEFENSE COMMITTEES DE- 22 FINED.—In this section, the term ‘‘congressional defense 23 committees’’ has the meaning given that term in section 24 101 of title 10, United States Code. 25 VerDate Sep 11 2014 03:33 Jul 11, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2060.IS S2060 pamtmann on DSKBFK8HB2PROD with BILLS 4 •S 2060 IS SEC. 3.
