Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Campus Prevention 4 and Recovery Services for Students Act of 2019’’. 5 SEC. 2. 3 (2) in subsection (a)— 4 (A) in the matter preceding paragraph (1), 5 by striking ‘‘a program to prevent the use of il- 6 licit drugs and the abuse of alcohol by students 7 and employees that,’’ and inserting ‘‘an evi- 8 dence-based program to prevent alcohol and 9 substance misuse by students and employees 10 that,’’; 11 (B) by amending paragraph (1)(D) to read 12 as follows: 13 ‘‘(D) a description of any alcohol or sub- 14 stance misuse counseling, treatment, rehabilita- 15 tion, recovery, re-entry, or recovery support 16 programs provided by the institution (including 17 in partnership with a community-based organi- 18 zation) that are available to employees or stu- 19 dents;’’; 2 (ii) in subparagraph (B), by striking 3 the period and inserting ‘‘; and’’; and 4 (iii) by adding at the end the fol- 5 lowing: 6 ‘‘(C) compliance assistance to assist insti- 7 tutions in complying with the requirements of 8 this section.’’; 9 (B) by redesignating paragraph (2) as 10 paragraph (4); and 11 (C) by inserting after paragraph (1) the 12 following: 13 ‘‘(2) INTERAGENCY AGREEMENT.—Not later 14 than 180 days after the date of enactment of this 15 paragraph, the Secretary shall enter into an inter- 16 agency agreement with the Secretary of Health and 17 Human Services to— 18 ‘‘(A) determine criteria that satisfy the re- 19 quirement under subsection (a) that an institu- 20 tion of higher education has adopted and has 21 implemented an evidence-based program de- 22 scribed in such subsection; and 3 ‘‘(C) establish a process that promotes co- 4 ordination and collaboration between institu- 5 tions of higher education and the respective 6 State agencies that administer the Substance 7 Abuse Prevention and Treatment Block Grants 8 pursuant to subpart II of part B of title XIX 9 of the Public Health Service Act (42 U.S.C. 10 300x–21). 11 ‘‘(3) GUIDANCE.—Not later than 1 year after 12 the date of the enactment of this paragraph, the 13 Secretary shall, in coordination with the Secretary of 14 Health and Human Services, issue guidance with re- 15 spect to the criteria described in paragraph (2)(A).’’; 2 (ii) by striking ‘‘programs of preven- 3 tion, and education (including treatment- 4 referral) to reduce and eliminate the illegal 5 use of drugs and alcohol and the violence 6 associated with such use’’ and inserting 7 ‘‘evidence-based programs of alcohol and 8 substance misuse prevention and education 9 (including programs to improve access to 10 treatment, referral for treatment services, 11 or crisis intervention services) to eliminate 12 illegal substance use, decrease substance 13 misuse, and improve public health and 14 safety’’; and 15 (iii) by striking ‘‘alcohol and drug 16 abuse’’ and inserting ‘‘substance use dis- 17 order’’; 18 (C) by redesignating paragraphs (2) 19 through (5) as paragraphs (3) through (6), re- 20 spectively; and 21 (D) by inserting after paragraph (1) the 22 following: 23 ‘‘(2) ADDITIONAL USES.—In addition to the ac- 24 tivities described in paragraph (1), a grant or con- 25 VerDate Sep 11 2014 05:15 Jul 10, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H3591.IH H3591 pamtmann on DSKBFK8HB2PROD with BILLS 6 •HR 3591 IH tract awarded under paragraph (1) may be used to 1 carry out one or more of the following evidence- 2 based programs or activities: 3 ‘‘(A) Providing programs for recovery sup- 4 port services, and peer-to-peer support services 5 and counseling for students with a substance 6 use disorder. 7 ‘‘(B) Promoting integration and collabora- 8 tion in campus-based health services between 9 primary care, substance use disorder services, 10 and mental health services. 11 ‘‘(C) Promoting integrated care services 12 for students related to screening, diagnosis, pre- 13 vention, and treatment of mental, behavioral, 14 and substance use disorders. 15 ‘‘(D) Providing re-entry assistance for stu- 16 dents on academic probation due to their sub- 17 stance use disorder. 18 ‘‘(E) Preventing fatal and nonfatal overdo- 19 ses. 20 ‘‘(F) Providing education to students, fac- 21 ulty, or other personnel on— 22 ‘‘(i) recognizing the signs and symp- 23 toms of substance use disorder, and how to 24 VerDate Sep 11 2014 05:15 Jul 10, 2019 Jkt 089200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H3591.IH H3591 pamtmann on DSKBFK8HB2PROD with BILLS 7 •HR 3591 IH engage and support a person in a crisis sit- 1 uation; 2 ‘‘(ii) resources available in the com- 3 munity, within the institution of higher 4 education, and other relevant resources for 5 individuals with a substance use disorder; 6 and 7 ‘‘(iii) safely de-escalating crisis situa- 8 tions involving individuals with a substance 9 use disorder.’’;
