Mr. PERRY submitted the following joint resolution; which was referred to the
Committee on the Judiciary
JOINT RESOLUTION
Proposing an amendment to the Constitution of the United
States prohibiting the delegation of the legislative powers
granted to Congress.
Resolved by the Senate and House of Representatives

of the United States of America in Congress assembled
2
(two-thirds of each House concurring therein), That the fol-
3
lowing article is proposed as an amendment to the Con-
4
stitution of the United States, which shall be valid to all
5
intents and purposes as part of the Constitution when
6
ratified by the legislatures of three-fourths of the several
7
States within seven years after the date of its submission
8
for ratification:

‘‘ARTICLE —
1
‘‘SECTION 1. Congress may not delegate any of the
2
legislative powers granted to Congress under article I or
3
any article of amendment to any other authority of the
4
United States, any State, or any private authority.
5
‘‘SECTION 2. Congress may enact such legislation as
6
it considers appropriate, and the President may rescind
7
or terminate any rule, regulation, or order as the Presi-
8
dent considers appropriate, to address the treatment of
9
any legislative power delegated by Congress prior to the
10
ratification of this article.’’.
