To protect the right of individuals to bear arms at water
resources development projects.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PROTECTING THE RIGHT OF INDIVIDUALS TO
3
BEAR ARMS AT WATER RESOURCES DEVEL-
4
OPMENT PROJECTS.

The Secretary of the Army shall not promulgate or
6
enforce any regulation that prohibits an individual from
7
possessing a firearm, including an assembled or functional
8
firearm, in any area open to the public (other than a Fed-
9
eral facility as defined in section 930(g) of title 18, United

States Code) at a water resources development project

covered under section 327.0 of title 36, Code of Federal

Regulations (as in effect on the date of enactment of this

Act), if—
4
(1) the individual is not otherwise prohibited by
5
law from possessing the firearm; and
6
(2) the possession of the firearm is in compli-
7
ance with the law of the State in which the water
8
resources development project is located.
