lowing bill; which was read twice and referred to the Committee on Bank-
ing, Housing, and Urban Affairs
A BILL
To prohibit the Secretary of Housing and Urban Develop-
ment from implementing a proposed rule regarding re-
quirements under Community Planning and Development
housing programs.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Ensuring Equal Access
4
to Shelter Act of 2019’’.

The Secretary of Housing and Urban Development

may not implement, administer, enforce, or in any manner
3
make effective the proposed rule entitled ‘‘Revised Re-
4
quirements Under Community Planning and Development
5
Housing Programs’’, published by the Department of
6
Housing and Urban Development in Spring 2019 (Docket
7
No. FR–6152), or any final rule based substantially on
8
such proposed rule.
