REDUCTION IN RATES OF PAY FOR MEMBERS OF 1 CONGRESS FOR FAILURE TO AGREE TO 2 BUDGET RESOLUTION. 3 (a) REDUCTION.—Section 601(a)(2) of the Legisla- 4 tive Reorganization Act of 1946 (2 U.S.C. 4501(2)) is 5 amended to read as follows: 6 ‘‘(2) If, by the first day of a fiscal year, both Houses 7 of Congress have not agreed to a concurrent resolution 8 on the budget pursuant to section 301 of the Congres- 9 sional Budget Act of 1974 for such fiscal year, the annual 10 rate of pay for each of the positions described in para- 11 graph (1) for pay periods occurring during such fiscal year 12 shall be equal to 90 percent of the annual rate of pay for 13 such position for the most recent pay period preceding 14 such fiscal year.’’. 15 (b) EFFECTIVE DATE.—The amendment made by 16 subsection (a) shall apply with respect to pay periods oc- 17 curring after the date of the regularly scheduled general 18 election for Federal office held in November 2020. 19 SEC. 3.
