A BILL
To amend title 49, United States Code, to condition airport
improvement program grants on certain assurances from
airport owners and operators regarding television equip-
ment in airport terminals.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Television Freedom
4
at Our Nation’s Airports Act of 2019’’.

SEC. 2. AIP ASSURANCES REGARDING TELEVISION EQUIP-

MENT IN AIRPORT TERMINALS.

Section 47107 of title 49, United States Code, is
3
amended—
4
(1) in subsection (a)—
5
(A) in paragraph (20), by striking ‘‘and’’
6
at the end;
7
(B) in paragraph (21), by striking the pe-
8
riod at the end and inserting ‘‘; and’’; and
9
(C) by adding at the end the following:
10
‘‘(22) the owner or operator will ensure that—
11
‘‘(A) television equipment in the airport’s
12
terminals is not owned exclusively by a broad-
13
cast television network or cable television news
14
network; and
15
‘‘(B) the content displayed on such tele-
16
vision equipment is not controlled under an
17
agreement between the owner or operator and
18
a broadcast television network or cable tele-
19
vision news network.’’; and
20
(2) by adding at the end the following:

‘‘(x) DEFINITIONS.—In this section:
22
‘‘(1) BROADCAST TELEVISION NETWORK.—The
23
term ‘broadcast television network’ means a tele-
24
vision network in the United States which offers an
25
interconnected program service on a regular basis

for 15 or more hours per week to at least 25 affili-

ated broadcast stations in 10 or more States.

‘‘(2) CABLE
TELEVISION
NEWS
NETWORK.—

The term ‘cable television news network’ means a
4
television news network in the United States that
5
transmits video programming to consumers on a reg-
6
ular basis via cable systems, fiber optic cable sys-
7
tems, satellite television systems, or other non-broad-
8
cast television systems.’’.
