To restrict security assistance to Lebanon, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Countering Hizballah
4
in Lebanon’s Military Act of 2019’’.
5
SEC. 2. REPORT ON RELATIONSHIP BETWEEN LEBANESE
6
ARMED FORCES AND HIZBALLAH.
7
(a) IN GENERAL.—Not later than 90 days after the
8
date of the enactment of this Act, the President shall sub-
9
mit a report to Congress—

(1) identifying all military officers, com-
1
manders, advisors, officials, or other personnel with
2
significant influence over the policies or activities of
3
the Lebanese Armed Forces who are members of,
4
paid by, or significantly influenced by Hizballah; and
5
(2) describing military activities conducted by
6
the Lebanese Armed Forces to disarm Hizballah
7
pursuant to United Nations Security Council Resolu-
8
tion (UNSCR) 1701 (2006).

(b) FORM.—The report required by section (a) shall
10
be submitted in an unclassified form but may have a clas-
11
sified annex.

SEC. 3. RESTRICTION ON SECURITY ASSISTANCE.

(a) IN GENERAL.—Of the amounts appropriated or
14
otherwise made available for security assistance for the
15
Government of Lebanon for a fiscal year, 20 percent may
16
not be obligated or expended for such purpose until the
17
President certifies to Congress that—
18
(1) the Lebanese Armed Forces has taken
19
measurable steps in the last year to limit the influ-
20
ence or expel anyone identified pursuant to section
21
2(a)(1);
22
(2) the activities described pursuant to section
23
2(a)(2) demonstrate a serious commitment by the

Lebanese Armed Forces to fulfill its obligation to
1
disarm Hizballah pursuant to UNSCR 1701; and
2
(3) the Lebanese Armed Forces have not co-
3
operated, coordinated, or partnered with Hizballah
4
in any operation, campaign, or military exercise dur-
5
ing the last year.

(b) NATIONAL SECURITY WAIVER.—The President
7
may waive the certification requirements under para-
8
graphs (1) and (2) of subsection (a) if the President cer-
9
tifies to Congress that it is in the national security interest
10
of the United States.
