Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. HANDBOOK TO IMPROVE LEASING PROJECTS. 3 (a) UPDATE.—Not later than 180 days after the date 4 of the enactment of this Act, and not less than once every 5 five-year period thereafter, the Secretary of Veterans Af- 6 fairs shall update the handbook of the Department of Vet- 7 erans Affairs titled ‘‘Planning and Activating Community 8 Based Outpatient Clinics’’, or a successor handbook, to 9 reflect current policies, best practices, and clarify the roles 10 VerDate Sep 11 2014 04:35 Jun 18, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3277.IH H3277 kjohnson on DSK79L0C42 with BILLS 2 •HR 3277 IH and responsibilities of the personnel of the Department in- 1 volved in the leasing projects of the Department. 2 (b) CBOC.—The Secretary shall ensure that the 3 handbook specified in subsection (a) defines ‘‘community 4 based outpatient clinic’’ in the same manner as such term 5 is defined in the Veterans Health Administration Site 6 Tracking database (commonly known as ‘‘VAST’’) as of 7 the date of the enactment of this Act. 8 (c) USE OF HANDBOOK STANDARDS FOR OVER- 9 SIGHT.—The Secretary shall ensure that the Veterans 10 Health Administration incorporates the best practices con- 11 tained in the handbook specified in subsection (a) in con- 12 ducting oversight of the medical centers of the Depart- 13 ment of Veterans Affairs and the Veterans Integrated 14 Service Network. 15 SEC. 2.
