hire of pas- 11 senger motor vehicles; maintenance, repairs, and improve- 12 ments of, and purchase of commercial insurance policies 13 for, real properties leased or owned overseas, when nec- 14 essary for the performance of official business; executive 15 direction program activities; international affairs and eco- 16 nomic policy activities; domestic finance and tax policy ac- 17 tivities, including technical assistance to State, local, and 18 territorial entities; and Treasury-wide management poli- 19 cies and programs activities, $224,373,000 (reduced by 20 $20) (increased by $20) (reduced by $500,000) (increased 21 by $500,000) (reduced by $1,000,000): Provided, That of 22 the amount appropriated under this heading— 23 (1) not to exceed $350,000 is for official recep- 24 tion and representation expenses; and 5 (3) not to exceed $24,000,000 shall remain 6 available until September 30, 2021, for— 7 (A) the Treasury-wide Financial Statement 8 Audit and Internal Control Program; 9 (B) information technology modernization 10 requirements; 11 (C) the audit, oversight, and administra- 12 tion of the Gulf Coast Restoration Trust Fund; 13 (D) the development and implementation 14 of programs within the Office of Critical Infra- 15 structure Protection and Compliance Policy, in- 16 cluding entering into cooperative agreements; of which up to $2,800,000 to 2 remain available until September 30, 2021, shall be for 3 audits and investigations conducted pursuant to section 4 1608 of the Resources and Ecosystems Sustainability, 5 Tourist Opportunities, and Revived Economies of the Gulf 6 Coast States Act of 2012 (33 U.S.C. 1321 note); and of 7 which not to exceed $1,000 shall be available for official 8 reception and representation expenses. 9 TREASURY INSPECTOR GENERAL FOR TAX 10 ADMINISTRATION 11 SALARIES AND EXPENSES 12 For necessary expenses of the Treasury Inspector 13 General for Tax Administration in carrying out the In- 14 spector General Act of 1978, including purchase and hire 15 of passenger motor vehicles (31 U.S.C. 1343(b)); and 16 services authorized by 5 U.S.C. 3109, at such rates as 17 may be determined by the Inspector General for Tax Ad- 18 ministration; $171,350,000, of which $5,000,000 shall re- 19 main available until September 30, 2021; of which not to 20 exceed $6,000,000 shall be available for official travel ex- 21 penses; of which not to exceed $500,000 shall be available 22 for unforeseen emergencies of a confidential nature, to be 23 allocated and expended under the direction of the Inspec- 24 tor General for Tax Administration; travel and training expenses of non-Federal and 14 foreign government personnel to attend meetings and 15 training concerned with domestic and foreign financial in- 16 telligence activities, law enforcement, and financial regula- 17 tion; services authorized by 5 U.S.C. 3109; not to exceed 18 $12,000 for official reception and representation expenses; 19 and for assistance to Federal law enforcement agencies, 20 with or without reimbursement, $124,700,000 (reduced by 21 $1) (increased by $1), of which not to exceed $34,335,000 22 shall remain available until September 30, 2022. 23 VerDate Sep 11 2014 23:38 Jun 27, 2019 Jkt 089200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H3351.RFS H3351 kjohnson on DSK79L0C42 with BILLS 9 HR 3351 RFS BUREAU OF THE FISCAL SERVICE 1 SALARIES AND EXPENSES 2 For necessary expenses of operations of the Bureau 3 of the Fiscal Service, $340,280,000; of which not to ex- 4 ceed $7,733,000, to remain available until September 30, 5 2022, is for information systems modernization initiatives; 6 and of which $5,000 shall be available for official reception 7 and representation expenses. 8 In addition, $165,000, to be derived from the Oil 9 Spill Liability Trust Fund to reimburse administrative 10 and personnel expenses for financial management of the 11 Fund, as authorized by section 1012 of Public Law 101– 12 380. 13 ALCOHOL AND TOBACCO TAX AND TRADE BUREAU 14 SALARIES AND EXPENSES 15 For necessary expenses of carrying out section 1111 16 of the Homeland Security Act of 2002, including hire of 17 passenger motor vehicles, $119,600,000 (increased by 18 $1,500,000); of which not to exceed $6,000 for official re- 19 ception and representation expenses; and of which not to 20 exceed $50,000 shall be available for cooperative research 21 and development programs for laboratory services; and 22 provision of laboratory assistance to State and local agen- 23 cies with or without reimbursement: Provided, That of the 24 amount appropriated under this heading, $5,000,000 shall 25 VerDate Sep 11 2014 23:38 Jun 27, 2019 Jkt 089200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H3351.RFS H3351 kjohnson on DSK79L0C42 with BILLS 10 HR 3351 RFS be for the costs of accelerating the processing of formula 1 and label applications: Provided further, That of the 2 amount appropriated under this heading, $5,000,000, to 3 remain available until September 30, 2021, shall be for 4 the costs associated with enforcement of the trade practice 5 provisions of the Federal Alcohol Administration Act (27 6 U.S.C. 201 et seq.). 7 UNITED STATES MINT 8 UNITED STATES MINT PUBLIC ENTERPRISE FUND 9 Pursuant to section 5136 of title 31, United States 10 Code, the United States Mint is provided funding through 11 the United States Mint Public Enterprise Fund for costs 12 associated with the production of circulating coins, numis- 13 matic coins, and protective services, including both oper- 14 ating expenses and capital investments: Provided, That 15 the aggregate amount of new liabilities and obligations in- 16 curred during fiscal year 2020 under such section 5136 17 for circulating coinage and protective service capital in- 18 vestments of the United States Mint shall not exceed 19 $30,000,000. 20 COMMUNITY DEVELOPMENT FINANCIAL INSTITUTIONS 21 FUND PROGRAM ACCOUNT 22 To carry out the Riegle Community Development and 23 Regulatory Improvement Act of 1994 (subtitle A of title 24 I of Public Law 103–325), including services authorized 25 VerDate Sep 11 2014 23:38 Jun 27, 2019 Jkt 089200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H3351.RFS H3351 kjohnson on DSK79L0C42 with BILLS 11 HR 3351 RFS by section 3109 of title 5, United States Code, but at rates 1 for individuals not to exceed the per diem rate equivalent 2 to the rate for EX–3, $300,000,000 (increased by 3 $1,000,000) (increased by $2,000,000) (increased by 4 $1,000,000).
