Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Readable Legislation 4 Act of 2019’’. 5 SEC. 2. Amending laws 1 ‘‘No section of an Act shall be revised or amended 2 by mere reference to it. Every bill or joint resolution which 3 amends an existing section of any Act shall set forth the 4 entire section, showing the omissions and insertions pro- 5 posed by appropriate typographical devices.’’. 6 (b) CONFORMING AMENDMENT.—The table of sec- 7 tions at the beginning of chapter 2 of title 1, United 8 States Code, is amended by adding after the item relating 9 to section 114 the following new item: 10 ‘‘115. Amending laws.’’. SEC. 3.
