To create a pilot program for the Junior Reserve Officers’
Training Corps program at Lucy Garrett Beckham High
School, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PILOT PROGRAM ON THE JUNIOR RESERVE OF-
3
FICERS’ TRAINING CORPS PROGRAM AT LUCY
4
GARRETT
BECKHAM
HIGH
SCHOOL,
5
CHARLESTON COUNTY, SOUTH CAROLINA.

(a) IN GENERAL.—The Secretary of the department
7
in which the Coast Guard is operating may carry out a
8
pilot program to establish and maintain a Junior Reserve

Officers’ Training Corps (JROTC) program unit in co-
1
operation with Lucy Garrett Beckham High School,
2
Charleston County, South Carolina.
3
(b) PROGRAM REQUIREMENTS.—The pilot program
4
carried out by the Secretary under this section shall pro-
5
vide to students at Lucy Garrett Beckham High School—
6
(1) instruction in subject areas relating to oper-
7
ations of the Coast Guard; and
8
(2) training in skills which are useful and ap-
9
propriate for a career in the Coast Guard.

(c) PROVISION OF ADDITIONAL SUPPORT.—In car-
11
rying out the pilot program under this section, the Sec-
12
retary may provide to Lucy Garrett Beckham High
13
School—
14
(1) assistance in course development, instruc-
15
tion, and other support activities; and
16
(2) necessary and appropriate course materials,
17
equipment, and uniforms.

(d) EMPLOYMENT OF RETIRED COAST GUARD PER-
19
SONNEL.—
20
(1) IN GENERAL.—Subject to paragraph (2),
21
the Secretary may authorize the Lucy Garrett
22
Beckham High School to employ, as administrators
23
and instructors for the pilot program, retired Coast
24
Guard and Coast Guard Reserve commissioned, war-

rant, and petty officers not on active duty who re-
1
quest that employment and who are approved by the
2
Secretary and Lucy Garrett Beckham High School.

(2) AUTHORIZED PAY.—
4
(A) IN GENERAL.—Retired members em-
5
ployed under paragraph (1) are entitled to re-
6
ceive their retired or retainer pay and an addi-
7
tional amount of not more than the difference
8
between—
9
(i) the amount the individual would be
10
paid as pay and allowance if the individual
11
was considered to have been ordered to ac-
12
tive duty during the period of employment;
13
and
14
(ii) the amount of retired pay the in-
15
dividual is entitled to receive during that
16
period.
17
(B) PAYMENT TO SCHOOL.—The Secretary
18
shall pay to Lucy Garrett Beckham High
19
School an amount equal to one-half of the
20
amount described in subparagraph (A), from
21
funds appropriated for such purpose.
22
(3) EMPLOYMENT NOT ACTIVE-DUTY OR INAC-
23
TIVE-DUTY
TRAINING.—Notwithstanding any other
24
provision of law, while employed under this sub-

section, an individual is not considered to be on ac-
