A BILL
To direct the Secretary of Transportation to establish a
bollard installation grant program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Stopping Threats On
4
Pedestrians Act of 2019’’ or the ‘‘STOP Act of 2019’’.
5
SEC. 2. BOLLARD INSTALLATION GRANT PROGRAM.

(a) DEFINITIONS.—In this section:

(1) BOLLARD
INSTALLATION
PROJECT.—The
8
term ‘‘bollard installation project’’ means a project
9
to install raised concrete or metal posts on a side-

walk adjacent to a roadway that are designed to

slow or stop a motor vehicle.

(2) SECRETARY.—The term ‘‘Secretary’’ means
3
the Secretary of Transportation.
4
(b) ESTABLISHMENT.—Not later than 1 year after
5
the date of enactment of this Act, the Secretary shall es-
6
tablish and carry out a competitive grant program to pro-
7
vide assistance to local government entities for bollard in-
8
stallation projects designed to prevent pedestrian injuries
9
and acts of terrorism in areas used by large numbers of
10
pedestrians.

(c) APPLICATION.—To be eligible to receive a grant
12
under this section, a local government entity shall submit
13
to the Secretary an application at such time, in such form,
14
and containing such information as the Secretary deter-
15
mines to be appropriate, which shall include, at a min-
16
imum—
17
(1) a description of the proposed bollard instal-
18
lation project to be carried out;
19
(2) a description of the pedestrian injury or ter-
20
rorism risks with respect to the proposed installation
21
area; and
22
(3) an analysis of how the proposed bollard in-
23
stallation project will mitigate those risks.

(d) USE OF FUNDS.—A recipient of a grant under
1
this section may only use the grant funds for a bollard
2
installation project.

(e) FEDERAL SHARE.—The Federal share of the
4
costs of a bollard installation project carried out with a
5
grant under this section may be up to 100 percent.
6
(f) AUTHORIZATION OF APPROPRIATIONS.—There is
7
authorized to be appropriated to the Secretary to carry
8
out this section $5,000,000 for each of fiscal years 2020
9
through 2029.
