Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. REPORT ON VULNERABILITIES FROM SEA
3
LEVEL RISE TO CERTAIN MILITARY INSTAL-
4
LATIONS LOCATED OUTSIDE THE CONTI-
5
NENTAL UNITED STATES.
6
(a) REPORT REQUIRED.—Not later than one year
7
after the date of the enactment of this Act, the Secretary
8
of Defense shall submit to the Committees on Armed Serv-

port on vulnerabilities from sea level rise to covered instal-
2
lations located outside of the continental United States.

(b) CONTENTS.—For each covered installation, the
4
report required by subsection (a) shall include the fol-
5
lowing:
6
(1) An analysis of the impacts to the oper-
7
ations, contingency plans, and readiness of such in-
8
stallation from a sea level rise.
9
(2) A discussion of mitigation efforts, including
10
dredging, reclaiming land, and island building, that
11
may be necessary due to a sea level rise—
12
(A) to ensure the continued operational vi-
13
ability of such installation; and
14
(B) to increase the resiliency of such in-
15
stallation.
16
(3) The estimated costs of the efforts discussed
17
under paragraph (2).
18
(4) An identification of alternative locations for
19
the continuance of operations of such installation if
20
such installation is rendered inoperable.
21
(c) FORM.—The report required under subsection (a)
22
shall be submitted in unclassified form, but may contain
23
a classified annex.

(d) COVERED INSTALLATION DEFINED.—In this sec-
1
tion, the term ‘‘covered installation’’ means the following
2
military installations:
3
(1) Naval Support Facility Diego Garcia.
4
(2) Ronald Reagan Ballistic Missile Defense
5
Test Site.
