Providing for consideration of the bill (H.R. 3055) making
appropriations for the Departments of Commerce and
Justice, Science, and Related Agencies for the fiscal year
ending September 30, 2020, and for other purposes;
relating to consideration of the bill (H.R. 2740) making

Resolved, That at any time after adoption of this reso-

lution the Speaker may, pursuant to clause 2(b) of rule
2
XVIII, declare the House resolved into the Committee of
3
the Whole House on the state of the Union for consider-
4
ation of the bill (H.R. 3055) making appropriations for
5
the Departments of Commerce and Justice, Science, and
6
Related Agencies for the fiscal year ending September 30,
7
2020, and for other purposes. The first reading of the bill
8
shall be dispensed with. All points of order against consid-
9
eration of the bill are waived. General debate shall be con-
10
fined to the bill and shall not exceed one hour equally di-
11
vided and controlled by the chair and ranking minority
12
member of the Committee on Appropriations. After gen-
13
eral debate the bill shall be considered for amendment
14
under the five-minute rule. An amendment in the nature
15
of a substitute consisting of the text of Rules Committee
16
Print 116-18, modified by the amendment printed in part
17
A of the report of the Committee on Rules accompanying
18
this resolution, shall be considered as adopted in the
19
House and in the Committee of the Whole. The bill, as
20
amended, shall be considered as the original bill for the
21
purpose of further amendment under the five-minute rule
22
and shall be considered as read. Points of order against
23
provisions in the bill, as amended, for failure to comply

SEC. 2. (a) No further amendment to the bill, as
3
amended, shall be in order except those printed in part
4
B of the report of the Committee on Rules accompanying
5
this resolution considered pursuant to subsection (b),
6
amendments en bloc described in section 3 of this resolu-
7
tion, and pro forma amendments described in section 4
8
of this resolution.

(b) Each further amendment printed in part B of the
10
report of the Committee on Rules not earlier considered
11
as part of amendments en bloc pursuant to section 3 of
12
this resolution shall be considered only in the order printed
13
in the report, may be offered only by a Member designated
14
in the report, shall be considered as read, shall be debat-
15
able for the time specified in the report equally divided
16
and controlled by the proponent and an opponent, may
17
be withdrawn by the proponent at any time before action
18
thereon, shall not be subject to amendment except as pro-
19
vided by section 4 of this resolution, and shall not be sub-
20
ject to a demand for division of the question in the House
21
or in the Committee of the Whole.

(c) All points of order against further amendments

printed in part B of the report of the Committee on Rules

SEC. 3. It shall be in order at any time for the chair
3
of the Committee on Appropriations or her designee to
4
offer amendments en bloc consisting of further amend-
5
ments printed in part B of the report of the Committee
6
on Rules accompanying this resolution not earlier disposed
7
of. Amendments en bloc offered pursuant to this section
8
shall be considered as read, shall be debatable for 20 min-
9
utes equally divided and controlled by the chair and rank-
10
ing minority member of the Committee on Appropriations
11
or their respective designees, shall not be subject to
12
amendment except as provided by section 4 of this resolu-
13
tion, and shall not be subject to a demand for division
14
of the question in the House or in the Committee of the
15
Whole.

SEC. 4. During consideration of the bill for amend-
17
ment, the chair and ranking minority member of the Com-
18
mittee on Appropriations or their respective designees may
19
offer up to 15 pro forma amendments each at any point
20
for the purpose of debate.

SEC. 5. At the conclusion of consideration of the bill
22
for amendment the Committee shall rise and report the
23
bill, as amended, to the House with such further amend-
24
ments as may have been adopted. In the case of sundry

further amendments reported from the Committee, the

question of their adoption shall be put to the House en
2
gros and without division of the question. The previous
3
question shall be considered as ordered on the bill and
4
amendments thereto to final passage without intervening
5
motion except one motion to recommit with or without in-
6
structions.

SEC. 6. During consideration of H.R. 3055 in the
8
Committee of the Whole pursuant to this resolution, it
9
shall not be in order to consider an amendment proposing
10
both a decrease in an appropriation designated pursuant
11
to section 251(b)(2)(A)(ii) of the Balanced Budget and
12
Emergency Deficit Control Act of 1985 and an increase
13
in an appropriation not so designated, or vice versa.
14
SEC. 7. During the further consideration of H.R.
15
2740—
16
(a) the amendment printed in part C of the report
17
of the Committee on Rules accompanying this resolution
18
shall be considered as adopted in the House and in the
19
Committee of the Whole; and
20
(b) the question of the adoption of further sundry
21
amendments reported from the Committee of the Whole
22
shall be put to the House en gros and without division
23
of the question.

SEC. 8. During consideration of H.R. 3055 or during
1
the further consideration of H.R. 2740, the Chair may en-
2
tertain a motion that the Committee rise only if offered
3
by the chair of the Committee on Appropriations or her
4
designee. The Chair may not entertain a motion to strike
5
out the enacting words of the bill (as described in clause
6
9 of rule XVIII).
7
SEC. 9. On any legislative day during the period from
8
June 28, 2019, through July 8, 2019—
9
(a) the Journal of the proceedings of the previous day
10
shall be considered as approved; and
11
(b) the Chair may at any time declare the House ad-
12
journed to meet at a date and time, within the limits of
13
clause 4, section 5, article I of the Constitution, to be an-
14
nounced by the Chair in declaring the adjournment.
15
SEC. 10. The Speaker may appoint Members to per-
16
form the duties of the Chair for the duration of the period
17
addressed by section 9 of this resolution as though under
18
clause 8(a) of rule I.
19
SEC. 11. Each day during the period addressed by
20
section 9 of this resolution shall not constitute a legislative
21
day for purposes of clause 7 of rule XV.
22
SEC. 12. It shall be in order without intervention of
23
any point of order to consider concurrent resolutions pro-
24
viding for adjournment during the month of July, 2019.

SEC. 13. It shall be in order at any time on the legis-

lative day of June 27, 2019, for the Speaker to entertain
2
motions that the House suspend the rules as though under
3
clause 1 of rule XV. The Speaker or her designee shall

designation of any matter for consideration pursuant to
6
this section.
