Mr. ENGEL (for himself, Mr. MOOLENAAR, and Mr. TRONE) introduced the
following bill; which was referred to the Committee on Transportation
and Infrastructure, and in addition to the Committee on Energy and
Commerce, for a period to be subsequently determined by the Speaker,
in each case for consideration of such provisions as fall within the juris-
diction of the committee concerned
A BILL
To amend title 49, United States Code, to permit the instal-
lation of pulsating light systems for high mounted stop
lamps, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Collision Avoidance
4
Systems Act of 2019’’.

SEC. 2. REAR-END COLLISION AVOIDANCE SYSTEMS.

(a) AMENDMENT.—Subchapter II of chapter 301 of
2
part A of subtitle VI of title 49, United States Code, is
3
amended by adding at the end the following new section:
4
‘‘§ 30129. Rear-end collision avoidance systems
5
‘‘(a) PULSATING LIGHT SYSTEMS ALLOWED.—A
6
passenger car, multipurpose passenger vehicle, truck, or
7
bus may be equipped with a pulsating light system.
8
‘‘(b) DEFINITION.—As used in this section, ‘pul-
9
sating light system’ means a system for a high mounted
10
stop lamp in which—
11
‘‘(1) when the brake of the vehicle is applied,
12
the lamp pulses rapidly no more than four times and
13
for no more than two seconds and then converts to
14
a continuous light as a normal stop lamp until the
15
time that the brake is released; and
16
‘‘(2) the rapid pulsing described in paragraph
17
(1) may not be repeated upon a subsequent applica-
18
tion of the brakes for a lock-out period of at least
19
five seconds after the release of the brake described
20
in paragraph (1).’’.

(b) REVISION
TO CODE
OF FEDERAL REGULA-
22
TIONS.—Not later than 180 days after the date of enact-
23
ment of this Act, the Secretary of Transportation shall
24
update the entry for ‘‘high mounted stop lamp’’ in Table
25
1–a of section 571.108 of title 49, Code of Federal Regu-
