A BILL
To authorize the Secretary of Energy to establish a prize
competition for the research, development, or commer-
cialization of technology that would reduce the amount
of carbon in the atmosphere, including by capturing car-
bon dioxide directly from the atmosphere.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Carbon Capture Prize
4
Act’’.

SEC. 2. ESTABLISHMENT OF PRIZE COMPETITION.

(a) PRIZE COMPETITION.—The Secretary of Energy,
2
individually or in cooperation with the heads of other Fed-
3
eral agencies, shall carry out a program pursuant to sec-
4
tion 24 of the Stevenson-Wydler Technology Innovation
5
Act of 1980 (15 U.S.C. 3719) to award prizes competi-
6
tively to incentivize the research, development, or commer-
7
cialization of technology that reduces the amount of car-
8
bon dioxide in the atmosphere by direct carbon removal
9
and permanent sequestration.

(b) PRIZE AMOUNT.—In carrying out the program
11
established under subsection (a), the Secretary may award
12
not more than $30,000,000, in the aggregate, to the win-
13
ner or winners of the prize competition.

(c) DEFINITION OF FEDERAL AGENCY.—In this sec-
15
tion, the term ‘‘Federal agency’’ has the meaning given
16
the term under section 24(a)(3) of the Stevenson-Wydler
17
Technology Innovation Act of 1980 (15 U.S.C. 3719
