JROTC COMPUTER SCIENCE AND CYBERSECURITY 1 PROGRAM. 2 Chapter 102 of title 10, United States Code, is 3 amended by adding at the end the following new section: 4 ‘‘§ 2036. Computer science and cybersecurity pro- 5 gram 6 ‘‘(a) REQUIREMENT.—The Secretary of Defense shall 7 carry out a program to enhance the preparation of stu- 8 dents in the Junior Reserve Officers’ Training Corps for 9 careers in computer science and cybersecurity. 10 ‘‘(b) COORDINATION.—In carrying out the program, 11 the Secretary shall coordinate with the following: 12 ‘‘(1) The Secretaries of the military depart- 13 ments. 14 ‘‘(2) The Secretary of Education. 15 ‘‘(3) The National Science Foundation. 16 ‘‘(4) The heads of such other Federal, State, 17 and local government entities the Secretary of De- 18 fense determines appropriate. 19 ‘‘(5) Private sector organizations the Secretary 20 of Defense determines appropriate. 21 ‘‘(c) ACTIVITIES.—Activities under the program may 22 include the following: 23 ‘‘(1) Establishment of targeted internships and 24 cooperative research opportunities in computer 25 science and cybersecurity at defense laboratories and 26 VerDate Sep 11 2014 00:42 Jun 19, 2019 Jkt 034408 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3266.IH H3266 pbinns on DSK79D2C42PROD with BILLS 3 •HR 3266 IH other technical centers for students in and instruc- 1 tors of the Junior Reserve Officers’ Training Corps. 2 ‘‘(2) Funding for training and other supports 3 for instructors to teach evidence-based courses in 4 computer science and cybersecurity to students. 5 ‘‘(3) Efforts and activities that improve the 6 quality of cybersecurity and computer science edu- 7 cational, training opportunities, and curricula for 8 students and instructors. 9 ‘‘(4) Development of travel opportunities, dem- 10 onstrations, mentoring programs, and informal com- 11 puter science and cybersecurity education for stu- 12 dents and instructors. 13 ‘‘(d) METRICS.—The Secretary shall establish out- 14 come-based metrics and internal and external assessments 15 to evaluate the merits and benefits of activities conducted 16 under the program with respect to the needs of the De- 17 partment of Defense. 18 ‘‘(e) AUTHORITIES.—In carrying out the program, 19 the Secretary shall, to the maximum extent practicable, 20 make use of the authorities under chapter 111 and sec- 21 tions 2601, 2605, and 2374a of this title, section 219 of 22 the Duncan Hunter National Defense Authorization Act 23 for Fiscal Year 2009 (Public Law 110–417; 10 U.S.C. 24 VerDate Sep 11 2014 00:42 Jun 19, 2019 Jkt 034408 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3266.IH H3266 pbinns on DSK79D2C42PROD with BILLS 4 •HR 3266 IH 2358 note), and other authorities the Secretary deter- 1 mines appropriate. 2 ‘‘(f) REPORT.—Not later than two years after the 3 date of the enactment of the National Defense Authoriza- 4 tion Act for Fiscal Year 2020, the Secretary shall submit 5 to the Committees on Armed Services of the Senate and 6 the House of Representatives a report on activities carried 7 out under the program.’’. 8 Æ VerDate Sep 11 2014 00:42 Jun 19, 2019 Jkt 034408 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3266.IH H3266 pbinns on DSK79D2C42PROD with BILLS
