SHORT TITLE. 1 This Act may be cited as the ‘‘CPSC CIO Parity 2 Act’’. 3 SEC. 2. CIO AUTHORITY. 4 (a) IN GENERAL.—The Consumer Product Safety 5 Commission (in this section referred to as the ‘‘Commis- 6 sion’’) shall ensure that the Chief Information Officer of 7 the Commission has a significant role in— 8 (1) the decision-making process for annual and 9 multi-year planning, programming, budgeting, and 10 execution decisions, related reporting requirements, 11 and reports related to information technology; 12 (2) the management, governance, and oversight 13 processes related to information technology; and 14 (3) the hiring of personnel with information 15 technology responsibilities. 16 (b) CIO APPROVAL.—The Chief Information Officer 17 of the Commission, in consultation with the Chief Finan- 18 cial Officer of the Commission and budget officials, shall 19 specify and approve the allocation of amounts appro- 20 priated to the Commission for information technology, 21 consistent with the provisions of appropriations Acts, 22 budget guidelines, and recommendations from the Direc- 23 tor of the Office of Management and Budget. 24 (c) ADDITIONAL PERSONNEL.—The Chairman of the 25 Commission, in consultation with the Chief Information 26 VerDate Sep 11 2014 01:05 Jan 17, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S1858.RS S1858 pbinns on DSKJLVW7X2PROD with BILLS 3 •S 1858 RS Officer of the Commission, and subject to the approval 1 of the Commission, shall appoint— 2 (1) a Chief Data Officer to serve at the Asso- 3 ciate Executive Director level; and 4 (2) a Chief Technologist, to serve on a full- or 5 part-time basis. 6 SECTION 1. SHORT TITLE. 7 This Act may be cited as the ‘‘CPSC CIO Parity Act’’. 8 SEC. 2.
