To require GAO review of certain TSA screening protocols,
and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Traveling Parents
2
Screening Consistency Act of 2019’’.

SEC. 2. COMPTROLLER GENERAL REVIEW.

Not later than 1 year after the date of the enactment
5
of this Act, the Comptroller General of the United States
6
shall conduct a review of the Transportation Security Ad-
7
ministration’s (TSA) implementation of the Bottles and
8
Breastfeeding Equipment Screening Act (Public Law
9
114–293), as well as the effectiveness of TSA in ensuring
10
screening protocol clarity and screening consistency relat-
11
ing to the screening of formula, breast milk, purified de-
12
ionized water for infants, and juice. Such review shall in-
13
clude the following:

(1) Consider whether TSA effectively manages
15
consistency of screening protocol applications for
16
formula, breastmilk, purified deionized water for in-
17
fants, and juice, including the extent to which
18
Transportation Security officers engage in screening
19
beyond that which is prescribed through relevant
20
policies and training.
21
(2) Evaluate the need for TSA to update and
22
revise procedures for such screening.
23
(3) Assess whether TSA effectively tracks pas-
24
senger complaints related to such screening to mon-
25
itor trends and identify inconsistencies.

(4) Evaluate TSA’s communications and infor-

mation sharing practices for passengers, air carriers,
2
and airports relating to screening protocols for such
3
screening.

(5) Evaluate TSA’s policies regarding the
5
screening of passengers with nursing products, in-
6
cluding the extent to which such passengers are
7
more likely to receive secondary screening.
8
(6) Make recommendations for improving
9
TSA’s overall screening practices relating to such
10
screening.
