A BILL
To direct the Secretary of Defense to prohibit the use of
firefighting
foam
containing
perfuoroalkyl
or
polyfluoroalkyl substances, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Safe Water for Mili-
4
tary Families Act’’.
5
SEC. 2. PROHIBITION ON USE OF PFAS BY DEPARTMENT OF
6
DEFENSE.

(a) PROHIBITION.—
8
(1) IN GENERAL.—Not later than January 1,
9
2029, the Secretary of Defense shall ensure that the

Department of Defense uses only non-fluorinated

firefighting foam, which does not contain covered
2
PFAS.

(2) COVERED
PFAS.—In this subsection, the
4
term ‘‘covered PFAS’’ means a perfuoroalkyl or
5
polyfluoroalkyl substance with at least one fully
6
fluorinated carbon atom.

(b) STUDY.—

(1) STUDY REQUIRED.—The Secretary of De-
9
fense shall conduct a study of the best practices to
10
clean up ground contaminated by perfuoroalkyl or
11
polyfluoroalkyl substances.

(2) CONTENTS.—In conducting the study under
13
subsection (a), the Secretary shall—
14
(A) evaluate best practices in the cleanup
15
(not including incineration) of ground contami-
16
nated by perfuoroalkyl or polyfluoroalkyl sub-
17
stances;
18
(B) determine the estimated costs of the
19
different types of cleanup methods; and
20
(C) estimate the length of time for various
21
types of cleanup methods.

(3) REPORT.—Not later than 180 days after
23
the date on which funds are made available to carry
24
out the study under paragraph (1), the Secretary

shall submit to the Committee on Armed Services of

the House of Representatives and the Committee on
2
Armed Services of the Senate a report that de-
3
scribes—
4
(A) the findings and conclusions of the
5
study; and
6
(B) any recommendations of the Secretary.
