GUIDE ON EVIDENCE-BASED STRATEGIES FOR 1 STATE HEALTH DEPARTMENT OBESITY PRE- 2 VENTION PROGRAMS. 3 (a) DEVELOPMENT AND DISSEMINATION OF AN EVI- 4 DENCE-BASED STRATEGIES GUIDE.—The Secretary of 5 Health and Human Services (referred to in this section 6 as the ‘‘Secretary’’), acting through the Director of the 7 Centers for Disease Control and Prevention, not later than 8 2 years after the date of enactment of this Act, shall— 9 (1) develop a guide on evidence-based strategies 10 for State and local health departments, Indian 11 Tribes, and Tribal organizations to use to build and 12 maintain effective obesity prevention and control 13 programs, which shall— 14 (A) describe an integrated program struc- 15 ture for implementing interventions proven to 16 be effective in preventing, controlling, and re- 17 ducing obesity; and 18 (B) recommend— 19 (i) optimal resources, including staff- 20 ing and infrastructure, for promoting nu- 21 trition and obesity prevention, control and 22 reduction; and 23 (ii) strategies for effective obesity pre- 24 vention programs for State and local 25 health departments, Indian Tribes, and 26 VerDate Sep 11 2014 02:29 Jun 14, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1805.IS S1805 pamtmann on DSKBFK8HB2PROD with BILLS 3 •S 1805 IS Tribal organizations, including strategies 1 related to— 2 (I) the application of evidence- 3 based practices to prevent, control, 4 and reduce obesity rates; 5 (II) demonstrated knowledge of 6 obesity prevention practices that re- 7 duce associated preventable diseases, 8 health conditions, death, and health 9 care costs; and 10 (III) interdisciplinary coordina- 11 tion between relevant public health of- 12 ficials specializing in fields such as 13 nutrition, physical activity, epidemi- 14 ology, communications, and policy im- 15 plementation; and 16 (2) disseminate the guide and current research, 17 evidence-based practices, tools, and educational ma- 18 terials related to obesity prevention, consistent with 19 the guide, to State and local health departments, In- 20 dian Tribes, and Tribal organizations. 21 (b) TECHNICAL ASSISTANCE.—The Secretary, acting 22 through the Director of the Centers for Disease Control 23 and Prevention, shall provide technical assistance to State 24 and local health departments, Indian Tribes, and Tribal 25 VerDate Sep 11 2014 02:29 Jun 14, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1805.IS S1805 pamtmann on DSKBFK8HB2PROD with BILLS 4 •S 1805 IS organizations to support such health departments in im- 1 plementing the guide developed under subsection (a)(1). 2 (c) INDIAN TRIBES; TRIBAL ORGANIZATIONS.—The 3 terms ‘‘Indian Tribe’’ and ‘‘Tribal organization’’ have the 4 meanings given the terms ‘‘Indian tribe’’ and ‘‘tribal orga- 5 nization’’, respectively, in section 4 of the Indian Self-De- 6 termination and Education Assistance Act (25 U.S.C. 7 5304). 8 Æ VerDate Sep 11 2014 02:29 Jun 14, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S1805.IS S1805 pamtmann on DSKBFK8HB2PROD with BILLS
