A BILL
To require the Principal Cyber Advisor of the Department
of Defense to conduct a study to determine the optimal
strategy for structuring and manning elements of the
Joint Force Headquarters–Cyber organizations, Joint
Mission Operations Centers, and Cyber Operations–Inte-
grated Planning Elements, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Defense Cybersecurity
4
Personnel Authorizations and Inventory Oversight Act of
5
2019’’.

(a) STUDY.—
8
(1) IN GENERAL.—The Principal Cyber Advisor
9
of the Department of Defense shall conduct a study
10
to determine the optimal strategy for structuring
11
and manning elements of the following:
12
(A) Joint Force Headquarters–Cyber orga-
13
nizations.
14
(B) Joint Mission Operations Centers.
15
(C) Cyber Operations–Integrated Planning
16
Elements.
17
(2) ELEMENTS.—The study conducted under
18
subsection (a) shall include assessment of the fol-
19
lowing:
20
(A) Operational effects on the military
21
services if the entities listed in subparagraphs
22
(A) through (C) of paragraph (1) are restruc-
23
tured from organizations that are service com-
24
ponent organizations to joint organizations.

(B) Organizational effects on the military

services if the billets associated with the entities
2
listed in subparagraphs (A) through (C) of
3
paragraph (1) are transferred to United States
4
Cyber Command and designated as joint billets
5
for joint qualification purposes.

(b) REPORT.—
7
(1) IN
GENERAL.—Not later than 180 days
8
after the date of the enactment of this Act, the Prin-
9
cipal Cyber Advisor shall submit to the Committee
10
on Armed Services of the Senate and the Committee
11
on Armed Services of the House of Representatives
12
a report on the study conducted under subsection
13
(a).
14
(2) CONTENTS.—The report submitted under
15
paragraph (1) shall contain the following:
16
(A) The findings of the Principal Cyber
17
Advisor with respect to the study conducted
18
under subsection (a).
19
(B) Details of the operational and organi-
20
zational effects assessed under subsection
21
(a)(2).
22
(C) A plan to carry out the transfer de-
23
scribed in subsection (a)(2)(B) and the associ-
24
ated costs.
