To amend title 14, United States Code, to authorize the Secretary of the
department in which the Coast Guard is operating, in coordination with
the Secretary of Education, to establish programs for the purpose of
improving the mathematics and scientific knowledge and skills of elemen-
tary and secondary school students and faculty members, and for other
purposes.

CISNEROS) introduced the following bill; which was referred to the Com-
mittee on Transportation and Infrastructure, and in addition to the Com-
mittee on Education and Labor, for a period to be subsequently deter-
mined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned
A BILL
To amend title 14, United States Code, to authorize the
Secretary of the department in which the Coast Guard
is operating, in coordination with the Secretary of Edu-
cation, to establish programs for the purpose of improv-
ing the mathematics and scientific knowledge and skills
of elementary and secondary school students and faculty
members, and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Coast Guard Youth
2
STEM Programs Expansion Act’’.

SEC. 2. SUPPORT OF ELEMENTARY AND SECONDARY EDU-
4
CATION IN SCIENCE, MATHEMATICS, AND
5
TECHNOLOGY.

(a) IN GENERAL.—Chapter 7 of title 14, United
7
States Code, is amended by adding at the end the fol-
8
lowing:

‘‘§ 719. Support of elementary and secondary edu-
10
cation in science, mathematics, and tech-
11
nology
12
‘‘(a) IN GENERAL.—The Secretary of the department
13
in which the Coast Guard is operating, in coordination
14
with the Secretary of Education, may establish programs
15
for the purpose of improving the mathematics and sci-
16
entific knowledge and skills of elementary and secondary
17
school students and faculty members.

‘‘(b) COOPERATION WITH DEPARTMENT
OF DE-
19
FENSE.—The Secretary of the department in which the
20
Coast Guard is operating may cooperate and coordinate
21
with the Secretary of Defense for the purpose of improving
22
the mathematics and scientific knowledge and skills of ele-
23
mentary school students and faculty members, including
24
participating in the Department of Defense STARBASE

‘‘(c) AREAS OF FOCUS.—In addition to general math-

ematics and scientific knowledge, any program or activity
4
carried out under subsection (a) or (b) may also focus on
5
areas of specific Coast Guard expertise, including lim-
6
nology, marine science, and oceanography.’’.

(b) CLERICAL AMENDMENT.—The analysis at the be-
8
ginning of such chapter is amended by adding at the end
9
the following new item:

‘‘719. Support of elementary and secondary education in science, mathematics,
and technology.’’.
