To expand eligibility for the My Career Advancement Ac-
count program of the Department of Defense to certain
military spouses, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Spouse Employment
4
Reciprocity and Vocational Instruction for Career En-
5
hancement Act of 2019’’ or the ‘‘SERVICE Act of 2019’’.

SEC. 2. EXPANSION OF ELIGIBILITY FOR THE MY CAREER

ADVANCEMENT ACCOUNT PROGRAM TO CER-
2
TAIN MILITARY SPOUSES.

(a)
ELIGIBILITY
FOR
PARTICIPANTS
WHOSE
4
SPOUSES RECEIVE PROMOTIONS.—A military spouse who
5
is participating in the My Career Advancement Account
6
program of the Department of Defense (in this section re-
7
ferred to as the ‘‘Program’’) may not become ineligible
8
for the Program solely because the member of the Armed
9
Forces to whom the military spouse is married receives
10
a promotion in grade.

(b) REPORT REQUIRED.—Not later than 180 days
12
after the date of the enactment of this Act, the Secretary
13
of Defense shall submit to Congress a report regarding
14
the Program. The report shall include the following:
15
(1) An assessment of employment rates for
16
military spouses that identifies—
17
(A) the career fields most military spouses
18
frequently pursue; and
19
(B) the extent to which such rates may be
20
improved by expanding the Program to include
21
reimbursements for licensing reciprocity.

(2) An assessment of costs required to expand
23
the Program as described in paragraph (1)(B).
