Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Children’s Budget 4 Act’’. 5 SEC. 2. AMENDMENT TO TITLE 31. 6 Section 1105(a) of title 31, United States Code, is 7 amended by adding at the end the following: 8 VerDate Sep 11 2014 06:23 Jun 13, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1776.IS S1776 kjohnson on DSK79L0C42 with BILLS 2 •S 1776 IS ‘‘(40)(A) A detailed, separate analysis for the 1 prior fiscal year, the current fiscal year, the fiscal 2 year for which the budget is submitted, and the en- 3 suing fiscal year identifying the amounts of gross 4 and net appropriations or obligational authority and 5 outlays that are directed to children within the 6 United States and territories including— 7 ‘‘(i) summaries of the total amount of such 8 appropriations or new obligational authority 9 and outlays requested for children and chil- 10 dren’s programs; 11 ‘‘(ii) an estimate of levels of spending on 12 children and children’s programs; and 13 ‘‘(iii) a detailed breakdown of spending on 14 children and children’s programs by agency and 15 initiative. 16 ‘‘(B) In this paragraph— 17 ‘‘(i) the term ‘children’ means individuals 18 under 19 years of age; and 19 ‘‘(ii) the term ‘spending on children’ in- 20 cludes— 21 ‘‘(I) Federal entitlement spending 22 that goes directly to children; 23 VerDate Sep 11 2014 06:23 Jun 13, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1776.IS S1776 kjohnson on DSK79L0C42 with BILLS 3 •S 1776 IS ‘‘(II) outlays for programs and initia- 1 tives that, consistent with their mission, 2 deliver services exclusively to children; 3 ‘‘(III) outlays for programs and initia- 4 tives that, while not serving children di- 5 rectly, have as a core mission goal the im- 6 provement of children’s health, education, 7 welfare, or general well-being; and 8 ‘‘(IV) the share of funding for Federal 9 programs and initiatives that deliver serv- 10 ices to both children and adults that is 11 consistent with the share of program bene- 12 fits for children based on the best available 13 data. 14 ‘‘(C) In implementing this paragraph, including 15 determining what Federal activities or accounts con- 16 stitutes spending on children or children’s programs, 17 the Office of Management and Budget shall consult 18 periodically with the Committee on the Budget and 19 the Committee on Appropriations of the Senate, the 20 Committee on the Budget and the Committee on Ap- 21 propriations of the House of Representatives, and 22 the Congressional Budget Office.’’. 23 Æ VerDate Sep 11 2014 06:23 Jun 13, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S1776.IS S1776 kjohnson on DSK79L0C42 with BILLS
