Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. TRAUMA-RELATED COORDINATING BODIES. 3 Title V of the Public Health Service Act is amended 4 by inserting after section 520A (42 U.S.C. 290bb–32) the 5 following: 6 ‘‘SEC. 520B. TRAUMA-RELATED COORDINATING BODIES TO 7 ADDRESS COMMUNITY TRAUMA. 8 ‘‘(a) GRANTS.— 9 ‘‘(1) IN GENERAL.—The Secretary, acting 10 through the Assistant Secretary, shall award grants 11 to State, county, local, or Indian tribe or tribal orga- 12 nizations (as such terms are defined in section 4 of 13 the Indian Self-Determination Act and Education 14 Assistance Act) or nonprofit private entities for dem- 15 onstration projects to enable such entities to act as 16 coordinating bodies to address community trauma. 17 ‘‘(2) AMOUNT.—The Secretary shall award such 18 grants in amounts of not more than $4,000,000. 19 ‘‘(3) DURATION.—The Secretary shall award 20 such grants for periods of 4 years. 21 ‘‘(b) ELIGIBLE ENTITIES.— 22 ‘‘(1) IN GENERAL.—To be eligible to receive a 23 grant under this section, an entity shall include 1 or 24 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 3 •S 1770 IS more representatives of each of the categories de- 1 scribed in paragraph (2). 2 ‘‘(2) COMPOSITION.—The categories referred to 3 in paragraph (1) are— 4 ‘‘(A) governmental agencies, such as public 5 health, human services, or child welfare agen- 6 cies, that conduct activities to screen, assess, 7 provide services or referrals, prevent, or provide 8 treatment to support infants, children, youth, 9 and their families as appropriate, that have ex- 10 perienced or are at risk of experiencing trauma; 11 ‘‘(B) faculty or qualified staff at an insti- 12 tution of higher education (as defined in section 13 101(a) of the Higher Education Act of 1965) 14 or representatives of a member of the National 15 Child Traumatic Stress Network, in an area re- 16 lated to screening, assessment, service provision 17 or referral, prevention, or treatment to support 18 infants, children, youth, and their families, as 19 appropriate, that have experienced or are at 20 risk of experiencing trauma; 3 ‘‘(E) local educational agencies or agencies 4 responsible for early childhood education pro- 5 grams, which may include Head Start and 6 Early Head Start agencies; 7 ‘‘(F) community-based faith, human serv- 8 ices, or social services organizations, including 9 providers of after-school programs, home vis- 10 iting programs, agencies that serve victims of 11 domestic and family violence and child sexual 12 abuse, or programs to prevent or address the 13 impact of violence and addiction; and 14 ‘‘(G) the general public, including individ- 15 uals who have experienced trauma. 16 ‘‘(3) QUALIFICATIONS.—In order for an entity 17 to be eligible to receive the grant under this section, 18 the representatives included in the entity shall, col- 19 lectively, have professional training and expertise 20 concerning childhood trauma and evidence-based, 21 evidence-informed, and promising best practices to 22 prevent and mitigate the impact of exposure to trau- 23 ma. 24 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 5 •S 1770 IS ‘‘(c) APPLICATION.—To be eligible to receive a grant 1 under this section, an entity shall submit an application 2 to the Secretary at such time, in such manner, and con- 3 taining such information as the Secretary may require, in- 4 cluding information describing how the coordinating body 5 funded under the grant will continue its activities after 6 the end of the grant period. 7 ‘‘(d) PRIORITY.—In awarding grants under this sec- 8 tion, the Secretary shall give priority to entities proposing 9 to serve communities that have faced high rates of commu- 10 nity trauma, including from intergenerational poverty, 11 civil unrest, discrimination, or oppression, which may in- 12 clude an evaluation of— 13 ‘‘(1) an age-adjusted rate of drug overdose 14 deaths that is above the national overdose mortality 15 rate, as determined by the Director of the Centers 16 for Disease Control and Prevention; and 17 ‘‘(2) an age-adjusted rate of violence-related (or 18 intentional) injury deaths that is above the national 19 average, as determined by the Director of the Cen- 20 ters for Disease Control and Prevention. 21 ‘‘(e) USE OF FUNDS.—An entity that receives a grant 22 under this section to act as a coordinating body shall use 23 the grant funds— 24 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 6 •S 1770 IS ‘‘(1) to bring together stakeholders who provide 1 or use services in, or have expertise concerning, cov- 2 ered settings to identify community needs and re- 3 sources related to services to prevent or address the 4 impact of trauma, and to build on any needs assess- 5 ments conducted by organizations or groups rep- 6 resented on the coordinating body; 7 ‘‘(2)(A) to collect data, on indicators specified 8 by the Secretary, that covers multiple covered set- 9 tings; and 10 ‘‘(B) to use the data to identify unique commu- 11 nity challenges and barriers, gaps in services, and 12 high-need areas, related to services to prevent or ad- 13 dress the impact of trauma; 14 ‘‘(3) to build awareness, skills, and leadership 15 (including through trauma-informed training and 16 public outreach campaigns) related to implementing 17 the best practices developed under section 7132(d) 18 of the SUPPORT for Patients and Communities Act 19 (Public Law 115–271) (referred to in this subsection 20 as the ‘developed best practices’); and 2 ‘‘(B) a comprehensive, integrated approach 3 for the entity and its members to prevent and 4 mitigate the impact of exposure to trauma in 5 the community, and to assist the community in 6 healing from existing and prior exposure to 7 trauma. 8 ‘‘(f) SUPPLEMENT NOT SUPPLANT.—Amounts made 9 available under this section shall be used to supplement 10 and not supplant other Federal, State, and local public 11 funds and private funds expended to provide trauma-re- 12 lated coordination activities. 13 ‘‘(g) EVALUATION.—At the end of the period for 14 which grants are awarded under this section, the Sec- 15 retary shall conduct an evaluation of the activities carried 16 out under each grant under this section. In conducting 17 the evaluation, the Secretary shall assess the outcomes of 18 the grant activities carried out by each grant recipient. 19 ‘‘(h) AUTHORIZATION OF APPROPRIATIONS.—There 20 is authorized to be appropriated to carry out this section 21 $50,000,000 for the period of fiscal years 2020 through 22 2023. 23 ‘‘(i) DEFINITION.—In this section, the term ‘covered 24 setting’ means the settings in which individuals may come 25 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 8 •S 1770 IS into contact with infants, children, youth, and their fami- 1 lies, as appropriate, who have experienced or are at risk 2 of experiencing trauma, including schools, hospitals, set- 3 tings where health care providers, including primary care 4 and pediatric providers, provide services, early childhood 5 education and care settings, home visiting settings, after- 6 school program facilities, child welfare agency facilities, 7 public health agency facilities, mental health treatment fa- 8 cilities, substance use treatment facilities, faith-based in- 9 stitutions, domestic violence agencies, child advocacy cen- 10 ters, homeless services system facilities, refugee services 11 system facilities, juvenile justice system facilities, law en- 12 forcement agency facilities, Healthy Marriage Promotion 13 or Responsible Fatherhood service settings, child support 14 service settings, and service settings focused on individuals 15 eligible for Temporary Assistance for Needy Families.’’. 16 SEC. 102. EXPANSION OF PERFORMANCE PARTNERSHIP 17 PILOT FOR CHILDREN WHO HAVE EXPERI- 18 ENCED OR ARE AT RISK OF EXPERIENCING 19 TRAUMA. 20 Section 526 of the Departments of Labor, Health and 21 Human Services, and Education, and Related Agencies 22 Appropriations Act, 2014 (42 U.S.C. 12301 note) is 23 amended— 24 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 9 •S 1770 IS (1) in subsection (a), by adding at the end the 1 following: 2 ‘‘(4) ‘To improve outcomes for infants, children, 3 and youth, and their families as appropriate, who 4 have experienced or are at risk of experiencing trau- 5 ma’ means to increase the rate at which individuals 6 who have experienced or are at risk of experiencing 7 trauma, including those who are low-income, home- 8 less, involved with the child welfare system, involved 9 in the juvenile justice system, unemployed, or not 10 enrolled in or at risk of dropping out of an edu- 11 cational institution and live in a community that has 12 faced acute or long-term exposure to substantial dis- 13 crimination, historical oppression, intergenerational 14 poverty, civil unrest, a high rate of violence or drug 15 overdose deaths, achieve success in meeting edu- 16 cational, employment, health, developmental, com- 17 munity reentry, permanency from foster care, or 18 other key goals.’’; 19 (2) in subsection (b)— 20 (A) in the subsection heading, by striking 21 ‘‘FISCAL YEAR 2014’’ and inserting ‘‘FISCAL 22 YEARS 2020 THROUGH 2024’’; 23 (B) by redesignating paragraphs (1) and 24 (2) as subparagraphs (A) and (B), respectively, 25 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 10 •S 1770 IS and by moving such subparagraphs, as so re- 1 designated, 2 ems to the right; 2 (C) by striking ‘‘Federal agencies’’ and in- 3 serting the following: 4 ‘‘(1) DISCONNECTED YOUTH PILOTS.—Federal 5 agencies’’; and 6 (D) by adding at the end the following: 7 ‘‘(2) TRAUMA-INFORMED CARE PILOTS.— 8 ‘‘(A) IN GENERAL.—Federal agencies may 9 use Federal discretionary funds that are made 10 available in this Act or any appropriations Act 11 for any of fiscal years 2020 through 2024 to 12 carry out up to 10 Performance Partnership Pi- 13 lots. Such Pilots shall— 14 ‘‘(i) be designed to improve outcomes 15 for infants, children, and youth, and their 16 families as appropriate, who have experi- 17 enced or are at risk of experiencing trau- 18 ma; and 19 ‘‘(ii) involve Federal programs tar- 20 geted on infants, children, and youth, and 21 their families as appropriate, who have ex- 22 perienced or are at risk of experiencing 23 trauma. 24 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 11 •S 1770 IS ‘‘(B) PRIORITY.—In making funds avail- 1 able under this paragraph, a Federal agency 2 shall give priority to entities that receive grants 3 under section 520B of the Public Health Serv- 4 ice Act.’’; 5 (3) in subsection (c)(2)— 6 (A) in subparagraph (A), by striking 7 ‘‘2018’’ and inserting ‘‘2023’’; and 8 (B) in subparagraph (F), by inserting be- 9 fore the semicolon ‘‘, including the age range 10 for such population’’; and 11 (4) in subsection (e), by striking ‘‘2018’’ and 12 inserting ‘‘2023’’. 13 SEC. 103. NATIONAL AND COMMUNITY SERVICE. 14 (a) SERVICE-LEARNING.—Section 113(a)(2) of the 15 National and Community Service Act of 1990 (42 U.S.C. 16 12525(a)(2)) is amended— 17 (1) in subparagraph (C), by striking ‘‘and’’ at 18 the end; 19 (2) in subparagraph (D), by striking the period 20 and inserting ‘‘, and’’; and 21 (3) by adding at the end the following: 22 ‘‘(E) information describing how the appli- 23 cant will give priority, in reviewing applications 24 under subsection (b), to entities that propose 25 VerDate Sep 11 2014 22:44 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\S1770.IS S1770 kjohnson on DSK79L0C42 with BILLS 12 •S 1770 IS service-learning programs in communities with 1 high levels of trauma (as defined in section 2 520B of the Public Health Service Act).’’. 3 (b) AMERICORPS RECRUITMENT.—Section 130(b)(5) 4 of the National and Community Service Act of 1990 (42 5 U.S.C. 12582(b)(5)) is amended by inserting after ‘‘and 6 women,’’ the following: ‘‘and to give priority (to the max- 7 imum extent practicable) to recruitment of participants 8 from communities with high levels of trauma (as defined 9 in section 520B of the Public Health Service Act),’’. 10 (c) AMERICORPS STATE PROGRAMS.—Section 130(c) 11 of the National and Community Service Act of 1990 (42 12 U.S.C. 12582(c)) is amended by adding at the end the 13 following: 14 ‘‘(4) In the case of a State or territory de- 15 scribed in section 129(e), an assurance that the [Text truncated for display.
