IN THE SENATE OF THE UNITED STATES JUNE 10, 2019 Mr. MURPHY (for himself, Mr. YOUNG, Ms. COLLINS, and Mrs. SHAHEEN) submitted the following resolution; which was referred to the Committee on Foreign Relations RESOLUTION Requesting information on Saudi Arabia’s human rights practices in Yemen pursuant to section 502B(c) of the Foreign Assistance Act of 1961. Resolved, 1 SECTION 1. REQUEST FOR INFORMATION ON SAUDI ARA- 2 BIA’S HUMAN RIGHTS PRACTICES IN YEMEN. 3 (a) STATEMENT REQUIRED.—Not later than 30 days 4 after the date of the adoption of this resolution, the Sec- 5 retary of State shall, pursuant to section 502B(c) of the 6 Foreign Assistance Act of 1961 (22 U.S.C. 2304(c)), 7 transmit to the Committee on Foreign Relations of the 8 Senate and the Committee on Foreign Affairs of the 9 VerDate Sep 11 2014 00:14 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\SR243.IS SR243 kjohnson on DSK79L0C42 with BILLS 2 •SRES 243 IS House of Representatives a statement, prepared with the 1 assistance of the Assistant Secretary of State for Democ- 2 racy, Human Rights, and Labor and the Office of the 3 Legal Adviser, with respect to Saudi Arabia. 4 (b) ELEMENTS.—The statement submitted under 5 subsection (a) shall include the following elements: 6 (1) All available credible information concerning 7 alleged violations of internationally recognized 8 human rights by the Kingdom of Saudi Arabia or 9 members of the Saudi-led coalition in Yemen, includ- 10 ing the denial of the right to life in the context of 11 the armed conflict in Yemen caused by indiscrimi- 12 nate or disproportionate operations. 13 (2) A description of the steps the United States 14 Government has taken— 15 (A) to promote respect for and observance 16 of human rights as part of the Kingdom of 17 Saudi Arabia’s activities in Yemen and discour- 18 age any practices that are inimical to inter- 19 nationally recognized human rights; and 20 (B) to publicly or privately call attention 21 to, and disassociate the United States and any 22 security assistance provided for the Kingdom of 23 Saudi Arabia from, such practices. 24 VerDate Sep 11 2014 00:14 Jun 11, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\SR243.IS SR243 kjohnson on DSK79L0C42 with BILLS 3 •SRES 243 IS (3) An assessment, notwithstanding any such 1 practices, whether extraordinary circumstances exist 2 that necessitate a continuation of security assistance 3 for the Kingdom of Saudi Arabia, and, if so, a de- 4 scription of the circumstances and the extent to 5 which the assistance should be continued (subject to 6 such conditions as Congress may impose under sec- 7 tion 502B of the Foreign Assistance Act of 1961 8 (22 U.S.C. 2304)). 9 (4) Other information, including— 10 (A) an assessment from the Secretary of 11 State of the likelihood that United States secu- 12 rity assistance, as defined in section 502B(d) of 13 the Foreign Assistance Act of 1961 (22 U.S.C. 14 2304(d)), will be used in Yemen; 15 (B) a description of the violations of the 16 Arms Export Control Act (22 U.S.C. 2751 et 17 seq.) (AECA), as noted in the Secretary of 18 State’s certification to Congress pursuant to 19 section 1290 of the John S.
