AN ACT
To amend the Public Health Service Act to provide for
research and improvement of cardiovascular health
among the South Asian population of the United States,
and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ββSouth Asian Heart
2
Health Awareness and Research Act of 2020ββ.

SEC. 2. HEART HEALTH PROMOTION GRANTS.

Title III of the Public Health Service Act (42 U.S.C.
5
241 et seq.) is amended by inserting after section 317U
6
(42 U.S.C. 247bβ23) the following new section:
7
ββSEC. 317V. HEART HEALTH PROMOTION GRANTS.
8
ββ(a) IN GENERAL.βThe Secretary shall make grants
9
to States for the purpose of promoting awareness of the
10
increasing prevalence of heart disease, including, where
11
appropriate, its relationship to type 2 diabetes, in commu-
12
nities disproportionately affected by heart disease such as
13
South Asian communities in the United States.
14
ββ(b) USE OF FUNDS.βA State that receives a grant
15
under subsection (a) shall use such grant fundsβ
16
ββ(1) to develop culturally appropriate materials
17
on evidence-based topics such as nutrition education,
18
optimal diet plans, and programs for regular exer-
19
cise;
20
ββ(2) to support heart health promotion activi-
21
ties of community organizations that work with or
22
serve communities disproportionately affected by
23
heart disease, such as South Asian communities in
24
the United States; or

ββ(3) to support conferences or workshops on re-

search practices, methodology, and design to include
2
more members of communities disproportionately af-
3
fected by heart disease, such as South Asian com-
4
munities in the United States, in scientific studies.

ββ(c) ANNUAL REPORT
TO CONGRESS.βNot later
6
than 180 days after the date of the enactment of the
7
South Asian Heart Health Awareness and Research Act
8
of 2020, and annually thereafter, the Secretary shall sub-
9
mit to Congress a report on outreach efforts and data re-
10
lating to heart disease in communities disproportionately
11
affected by heart disease, such as South Asian commu-
12
nities in the United States.

ββ(d) AUTHORIZATION
OF
APPROPRIATIONS.βFor
14
purposes of carrying out this section, there is authorized
15
to be appropriated $1,000,000 for each of fiscal years
16
2021 through 2025.ββ.

SEC. 3. HEART HEALTH RESEARCH.

Part B of title IV of the Public Health Service Act
19
(42 U.S.C. 284 et seq.) is amended by adding at the end
20
the following new section:

ββSEC. 409K. HEART HEALTH RESEARCH.

ββ(a) IN GENERAL.βThe Secretary mayβ
23
ββ(1) conduct or support research and related
24
activities regarding cardiovascular disease, type 2 di-

abetes, and other heart health-related ailments

among at-risk populations, including South Asian
2
communities in the United States; and
3
ββ(2) establish an Internet clearinghouse to
4
catalog existing evidence-based heart health research
5
and treatment options for communities dispropor-
6
tionately affected by heart disease, such as South
7
Asian communities in the United States, to prevent,
8
treat, or reverse heart disease and diabetes.

ββ(b) AUTHORIZATION
OF
APPROPRIATIONS.βFor
10
purposes of carrying out this section, there is authorized
11
to be appropriated $1,000,000 for each of fiscal years
12
2021 through 2025.ββ.
