JOINT RESOLUTION
Providing for congressional disapproval of the proposed
transfer to the United Arab Emirates, United Kingdom,
and Australia certain defense articles and services.
Resolved by the Senate and House of Representatives

of the United States of America in Congress assembled,
2
That the issuance of an export license with respect to the
3
following proposed exports to the United Arab Emirates,
4
United Kingdom, and Australia is prohibited:
5
(1) The transfer of the following defense arti-
6
cles, including services and technical data, described
7
in Executive Communication 1424 (EC–1424) sub-
8
mitted to Congress pursuant to section 36(c) of the
9
Arms Export Control Act (22 U.S.C. 2776(c)) and
10
published in the Congressional Record on June 3,
11
2019: The proposed transfer of defense articles, de-
12
fense services, and technical data to support the
13
marketing, sale and on-going support for the
14
ScanEagle and Integrator Unmanned Aerial Sys-
15
tems and for future Intelligence, Surveillance, and
16
2

Reconnaissance (ISR) requirements for end-use by
1
the United Arab Emirates Armed Forces; and hard-
2
ware and defense services related to Wide Area Sur-
3
veillance Payload (Redkite), laser designator, and in-
4
tegration of maritime search payload—Visual Detec-
5
tion and Ranging (ViDAR).
