tive work in the District of Columbia and its environs, and for other
purposes.
IN THE SENATE OF THE UNITED STATES

Mr. BENNET (for himself and Mr. GARDNER) introduced the following bill;
which was read twice and referred to the Committee on Energy and Nat-
ural Resources
A BILL
To authorize the Every Word We Utter Monument to estab-
lish a commemorative work in the District of Columbia
and its environs, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. FINDINGS.
3
Congress finds that—
4
(1) a monument as a tribute to the magnitude
5
of the effort of suffragists over a period of 7 decades
6
to pass the 19th Amendment to the Constitution of
7
the United States in a way that engages the viewer

and serves as a call to action for present and future

generations is appropriate on Federal land;
2
(2) the monument described in paragraph (1)
3
should include—
4
(A) a sculptural portrait to honor Susan
5
B. Anthony, Elizabeth Cady Stanton, Harriot
6
Stanton Blatch, Sojourner Truth, Alice Paul,
7
and Ida B. Wells; and
8
(B) a depiction of the Declaration of Senti-
9
ments and Ratification Flag with the names of
10
other women instrumental in fighting for wom-
11
en’s suffrage included in the depiction of the
12
word ‘‘WE’’ of the Declaration of Sentiments
13
with raised lettering on ripples radiating from
14
the monument; and
15
(3) the preferred site location for the monu-
16
ment is Area II, near Belmont-Paul National Monu-
17
ment and the Supreme Court.

SEC. 2. AUTHORIZATION TO ESTABLISH COMMEMORATIVE
19
WORK.

(a) IN GENERAL.—The Every Word We Utter Monu-
21
ment may establish a commemorative work on Federal
22
land in the District of Columbia and its environs (as de-
23
fined in section 8902(a) of title 40, United States Code),
24
to commemorate the passage of the 19th Amendment to

the Constitution of the United States, which gave women
1
the right to vote.

(b) COMPLIANCE WITH STANDARDS FOR COMMEMO-
3
RATIVE WORKS.—The establishment of the commemora-
4
tive work under this section shall be in accordance with
5
chapter 89 of title 40, United States Code (commonly
6
known as the ‘‘Commemorative Works Act’’).
7
(c) PROHIBITION
ON
THE
USE
OF
FEDERAL
8
FUNDS.—
9
(1) IN GENERAL.—Federal funds may not be
10
used to pay any expense of the establishment of the
11
commemorative work under this section.
12
(2) RESPONSIBILITY OF THE EVERY WORD WE
13
UTTER
MONUMENT.—The Every Word We Utter
14
Monument shall be solely responsible for acceptance
15
of contributions for, and payment of the expenses of,
16
the establishment of the commemorative work under
17
this section.
18
(d) DEPOSIT OF EXCESS FUNDS.—
19
(1) IN GENERAL.—If, on payment of all ex-
20
penses for the establishment of the commemorative
21
work under this section (including the maintenance
22
and preservation amount required by section
23
8906(b)(1) of title 40, United States Code), there
24
remains a balance of funds received for the estab-
25

lishment of the commemorative work, the Every
1
Word We Utter Monument shall transmit the
2
amount of the balance to the Secretary of the Inte-
3
rior for deposit in the account provided for in sec-
4
tion 8906(b)(3) of title 40, United States Code.
5
(2) ON EXPIRATION OF AUTHORITY.—If, on ex-
6
piration of the authority for the commemorative
7
work under section 8903(e) of title 40, United
8
States Code, there remains a balance of funds re-
9
ceived for the establishment of the commemorative
10
work under this section, the Every Word We Utter
11
Monument shall transmit the amount of the balance
12
to a separate account with the National Park Foun-
13
dation for memorials, to be available to the Sec-
14
retary of the Interior or Administrator of General
15
Services, as appropriate, in accordance with the
16
process provided in section 8906(b)(4) of title 40,
17
United States Code, for accounts established under
18
paragraph (2) or (3) of section 8906(b) of title 40,
19
United States Code.
