Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ENERGY EFFICIENCY MATERIALS PILOT PRO- 3 GRAM. 4 (a) DEFINITIONS.—In this section: 5 (1) APPLICANT.—The term ‘‘applicant’’ means 6 a nonprofit organization that applies for a grant 7 under this section. 8 (2) ENERGY EFFICIENCY MATERIAL.— 9 VerDate Sep 11 2014 16:51 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3120.IH H3120 pamtmann on DSKBFK8HB2PROD with BILLS 2 •HR 3120 IH (A) IN GENERAL.—The term ‘‘energy effi- 1 ciency material’’ means a material (including a 2 product, equipment, or system) the installation 3 of which results in a reduction in use of energy 4 or fuel. 5 (B) INCLUSIONS.—The term ‘‘energy effi- 6 ciency material’’ includes— 7 (i) a roof or lighting system or compo- 8 nent of the system; 9 (ii) a window; 10 (iii) a door, including a security door; 11 (iv) a heating, ventilation, or air con- 12 ditioning system or component of the sys- 13 tem (including insulation and wiring and 14 plumbing improvements needed to serve a 15 more efficient system); and 16 (v) a renewable energy generation or 17 heating system, including a solar, photo- 18 voltaic, wind, geothermal, or biomass (in- 19 cluding wood pellet) system or component 20 of the system. 21 (3) NONPROFIT BUILDING.— 22 (A) IN GENERAL.—The term ‘‘nonprofit 23 building’’ means a building operated and owned 24 by a nonprofit organization. 25 VerDate Sep 11 2014 16:51 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3120.IH H3120 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 3120 IH (B) INCLUSIONS.—The term ‘‘nonprofit 1 building’’ includes a building described in sub- 2 paragraph (A) that is— 3 (i) a hospital; 4 (ii) a youth center; 5 (iii) a school; 6 (iv) a social-welfare program facility; 7 (v) a facility of a faith-based organiza- 8 tion; or 9 (vi) any other nonresidential and non- 10 commercial structure. 11 (4) NONPROFIT ORGANIZATION.—The term 12 ‘‘nonprofit organization’’ means an organization that 13 is described in section 501(c)(3) of the Internal Rev- 14 enue Code of 1986 and exempt from tax under sec- 15 tion 501(a) of such Code. 16 (5) SECRETARY.—The term ‘‘Secretary’’ means 17 the Secretary of Energy. 18 (b) ESTABLISHMENT.—Not later than 1 year after 19 the date of enactment of this Act, the Secretary shall es- 20 tablish a pilot program to award grants to nonprofit orga- 21 nizations to purchase energy efficiency materials to install 22 in nonprofit buildings. 23 (c) GRANTS.— 24 VerDate Sep 11 2014 16:51 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3120.IH H3120 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 3120 IH (1) APPLICATION.—The Secretary may award a 1 grant under the pilot program established under 2 subsection (b) if an applicant submits to the Sec- 3 retary an application at such time, in such form, 4 and containing such information as the Secretary 5 may prescribe. 6 (2) CRITERIA FOR GRANT.—In determining 7 whether to award a grant under the pilot program 8 established under subsection (b), the Secretary shall 9 apply performance-based criteria, which shall give 10 priority to applicants based on— 11 (A) the energy savings expected to be 12 achieved; 13 (B) the cost-effectiveness of the use of the 14 energy efficiency materials that are proposed to 15 be purchased; 16 (C) an effective plan for evaluation, meas- 17 urement, and verification of energy savings; and 18 (D) the financial need of the applicant. 19 (3) LIMITATION ON INDIVIDUAL GRANT 20 AMOUNT.—Each grant awarded under this section 21 shall not exceed $200,000. 22 (d) AUTHORIZATION OF APPROPRIATIONS.—There is 23 authorized to be appropriated to carry out this section 24 VerDate Sep 11 2014 16:51 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3120.IH H3120 pamtmann on DSKBFK8HB2PROD with BILLS 5 •HR 3120 IH $10,000,000 for each of fiscal years 2020 through 2024, 1 to remain available until expended. 2 Æ VerDate Sep 11 2014 16:51 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H3120.IH H3120 pamtmann on DSKBFK8HB2PROD with BILLS
