REAUTHORIZATION AND IMPROVEMENT OF DE- 3 PARTMENT OF DEFENSE MENTOR-PROTE´ GE´ 4 PROGRAM. 5 (a) PERMANENT AUTHORIZATION.—Section 831 of 6 the National Defense Authorization Act for Fiscal Year 7 1991 (Public Law 101–510; 10 U.S.C. 2302 note) is 8 amended by striking subsection (j). 9 VerDate Sep 11 2014 04:13 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3087.IH H3087 kjohnson on DSK79L0C42 with BILLS 2 •HR 3087 IH (b) OFFICE OF SMALL BUSINESS PROGRAMS OVER- 1 SIGHT.—Section 831 of the National Defense Authoriza- 2 tion Act for Fiscal Year 1991 (Public Law 101–510; 10 3 U.S.C. 2302 note) is amended— 4 (1) by redesignating subsection (n) as sub- 5 section (o); and 6 (2) by inserting after subsection (m) the fol- 7 lowing new subsection: 8 ‘‘(n) ESTABLISHMENT OF PERFORMANCE GOALS 9 AND PERIODIC REVIEWS.—The Office of Small Business 10 Programs of the Department of Defense shall— 11 ‘‘(1) establish performance goals consistent with 12 the stated purpose of the Mentor-Prote´ge´ Program 13 and outcome-based metrics to measure progress in 14 meeting those goals; and 15 ‘‘(2) submit to the congressional defense com- 16 mittees, not later than February 1, 2020, a report 17 on progress made toward implementing these per- 18 formance goals and metrics, based on periodic re- 19 views of the procedures used to approve mentor- 20 prote´ge´ agreements.’’. 21 (c) MODIFICATION OF DISADVANTAGED SMALL 22 BUSINESS CONCERN DEFINITION.—Subsection (o)(2) of 23 the National Defense Authorization Act for Fiscal Year 24 1991 (Public Law 101–510; 10 U.S.C. 2302 note), as re- 25 VerDate Sep 11 2014 04:13 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3087.IH H3087 kjohnson on DSK79L0C42 with BILLS 3 •HR 3087 IH designated by subsection (b)(1) of this section, is amended 1 by striking ‘‘has less than half the size standard cor- 2 responding to its primary North American Industry Clas- 3 sification System code’’ and inserting ‘‘is not more than 4 the size standard corresponding to its primary North 5 American Industry Classification System code’’. 6 (d) REMOVAL OF PILOT PROGRAM REFERENCES.— 7 Section 831 of the National Defense Authorization Act for 8 Fiscal Year 1991 (Public Law 101–510; 10 U.S.C. 2302 9 note) is amended— 10 (1) in the subsection heading for subsection (a), 11 by striking ‘‘PILOT’’; and 12 (2) by striking ‘‘pilot’’ each place it appears. 13 (e) INDEPENDENT REPORT ON PROGRAM EFFEC- 14 TIVENESS.— 15 (1) IN GENERAL.—The Secretary of Defense 16 shall direct the Defense Business Board to submit to 17 the congressional defense committees a report evalu- 18 ating the effectiveness of the Mentor-Prote´ge´ Pro- 19 gram established under section 831 of the National 20 Defense Authorization Act for Fiscal Year 1991 21 (Public Law 101–510; 10 U.S.C. 2302 note), includ- 22 ing recommendations for improving the program in 23 terms of performance metrics, forms of assistance, 24 VerDate Sep 11 2014 04:13 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3087.IH H3087 kjohnson on DSK79L0C42 with BILLS 4 •HR 3087 IH and overall program effectiveness not later than 1 March 31, 2022. 2 (2) CONGRESSIONAL DEFENSE COMMITTEES 3 DEFINED.—In this subsection, the term ‘‘congres- 4 sional defense committees’’ has the meaning given 5 that term in section 101(a)(16) of title 10, United 6 States Code. 7 Æ VerDate Sep 11 2014 04:13 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3087.IH H3087 kjohnson on DSK79L0C42 with BILLS
