Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Woman on the Twenty 4 Act of 2019’’. 5 SEC. 2. The 6 Board of Governors of the Federal Reserve System 7 issued new paper money called Federal Reserve 8 notes. 9 (4) The Secretary of the Treasury has histori- 10 cally selected the designs shown on Federal Reserve 11 notes with the advice of the Bureau of Engraving 12 and Printing. 13 (5) United States Federal Reserve notes now in 14 production bear the following portraits: 15 (A) President George Washington on the 16 $1 bill. 17 (B) President Thomas Jefferson on the $2 18 bill. 19 (C) President Abraham Lincoln on the $5 20 bill. 21 (D) Alexander Hamilton on the $10 bill. 22 (E) President Andrew Jackson on the $20 23 bill. 24 VerDate Sep 11 2014 04:12 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3082.IH H3082 kjohnson on DSK79L0C42 with BILLS 3 •HR 3082 IH (F) President Ulysses S. Grant on the $50 1 bill. 2 (G) Benjamin Franklin on the $100 bill. 3 (6) There are also several denominations of 4 Federal Reserve notes that are no longer produced. 5 These include the $500 bill with the portrait of 6 President William McKinley, the $1,000 bill with a 7 portrait of President Grover Cleveland, the $5,000 8 bill with a portrait of President James Madison, the 9 $10,000 bill with a portrait of Salmon P. Chase, and 10 the $100,000 bill with a portrait of President Wood- 11 row Wilson. 12 (7) Since the first general circulation of paper 13 money, no woman has ever held the honor of being 14 featured on paper money. 15 (8) In June 2015, then-Treasury Secretary 16 Jack Lew announced that the portrait of a woman 17 would be featured on the new $10 bill. 18 (9) After a lengthy period of public engagement 19 between the public and the Department of the 20 Treasury, on April 20, 2016, then-Treasury Sec- 21 retary Lew announced that ‘‘for the first time in 22 more than a century, the front of our currency will 23 feature the portrait of a woman—Harriet Tubman 24 on the $20 note.’’ Additionally, the Secretary an- 25 VerDate Sep 11 2014 04:12 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3082.IH H3082 kjohnson on DSK79L0C42 with BILLS 4 •HR 3082 IH nounced the reverse of the new $10 note would fea- 1 ture an image of the historic march for suffrage that 2 ended on the steps of the United States Department 3 of Treasury, featuring the leaders of the suffrage 4 movement—Lucretia Mott, Sojourner Truth, Susan 5 B. Anthony, Elizabeth Cady Stanton, and Alice 6 Paul. Finally, the Secretary also announced the re- 7 verse of the $5 note would feature an image of his- 8 toric figures at the Lincoln Memorial who shaped 9 our history and democracy, including Marian Ander- 10 son, Eleanor Roosevelt, and Martin Luther King, Jr. 11 SEC. 3. HARRIET TUBMAN ON THE $20 NOTE. 12 (a) IN GENERAL.—Section 5114(b) of title 31, 13 United States Code, is amended by adding at the end the 14 following: ‘‘No $20 note of United States currency may 15 be printed after December 31, 2022, which does not 16 prominently feature a portrait of Harriet Tubman on the 17 front face of the note.’’. 18 (b) PRELIMINARY DESIGN.—The Secretary of the 19 Treasury shall release to the public the preliminary design 20 of the $20 note prominently featuring a portrait of Har- 21 riet Tubman no later than December 31, 2020. 22 Æ VerDate Sep 11 2014 04:12 Jun 12, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3082.IH H3082 kjohnson on DSK79L0C42 with BILLS
