A BILL
To direct the Secretary of Health and Human Services to
carry out a program to address the health crisis of
insufficient vaccinations, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Vaccination Informa-
4
tion and Promotion Act of 2019’’ or the ‘‘VIP Act of
5
2019’’.

SEC. 2. ADDRESSING THE HEALTH CRISIS OF INSUFFI-

CIENT VACCINATIONS.

The Secretary of Health and Human Services, in con-
3
sultation with the Director of the Centers for Disease Con-
4
trol and Prevention, shall develop and implement a pro-
5
gram to reverse the decline in the rate of childhood vac-
6
cinations, including by—
7
(1) conducting a national effort to increase pub-
8
lic awareness of and knowledge about the benefits of
9
childhood vaccinations;
10
(2) supporting the development of a broad
11
range of communication tools to inform the public
12
on the importance of vaccinations;
13
(3) acting through the Director of the National
14
Institutes of Health, making more readily available
15
on federally hosted social media specific information
16
from the scientific and medical community on the
17
importance of vaccinations to the health and well-
18
being of infants, children, young adults, adults, and
19
the elderly; and
20
(4) awarding grants and other financial assist-
21
ance to public and private educational institutions,
22
and non-governmental (including nonprofit) and
23
other appropriate entities that serve children, stu-
24
dents, and the elderly, to implement vaccination edu-
25
cation programs.

SEC. 3. GAO STUDY.

The Comptroller General of the United States shall
2
conduct, and submit to the Congress a report on the re-
3
sults of, a study on the change over time in public atti-
4
tudes toward childhood vaccinations and the reasons un-
5
derlying such changes.

SEC. 4. AUTHORIZATION OF APPROPRIATIONS.
7
To carry out this Act, there is authorized to be appro-
8
priated $50,000,000 for each of fiscal years 2020 through
9
2025.
