To amend title XIX of the Social Security Act to modify
the reductions in Medicaid DSH allotments.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘DSH Cuts Delay Act
4
of 2019’’.

SEC. 2. MODIFICATION OF REDUCTIONS IN MEDICAID DSH

ALLOTMENTS.

Section 1923(f)(7)(A) of the Social Security Act (42

U.S.C. 1396r–4(f)(7)(A)) is amended—
