To direct the Comptroller General of the United States to carry out a
study on the security impact of sexually harassing behavior in United
States nuclear weapons complex sites.

Ms. HAALAND introduced the following bill; which was referred to the Com-
mittee on Energy and Commerce, and in addition to the Committee on
Armed Services, for a period to be subsequently determined by the Speak-
er, in each case for consideration of such provisions as fall within the ju-
risdiction of the committee concerned
A BILL
To direct the Comptroller General of the United States to
carry out a study on the security impact of sexually
harassing behavior in United States nuclear weapons
complex sites.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. STUDY AND REPORT ON SECURITY IMPACT OF
3
SEXUALLY HARASSING BEHAVIOR.

(a) STUDY.—The Comptroller General of the United
5
States shall conduct a study on sexually harassing behav-

ior and its impact on security in United States nuclear

weapons complex sites.

(b) ELEMENTS.—The study under subsection (a)
3
shall include—
4
(1) identification of the organizational structure
5
failures that led to the sexual assault incident at the
6
Nevada National Security Site;
7
(2) the number of reported incidents of sexual
8
harassment or assault within the nuclear weapons
9
complex of the United States over the five years pre-
10
ceding the study, including incidents among con-
11
tracted guard forces and reporting trends during
12
that period;
13
(3) a description of how the National Nuclear
14
Security Administration’s security oversight model
15
and management mechanisms integrate sexual har-
16
assment prevention into the Administration’s pro-
17
motion of security culture; and
18
(4) recommendations for further steps the Na-
19
tional Nuclear Security Administration should take
20
to prevent sexually harassing behavior within the nu-
21
clear weapons complex’s guard force.
22
(c) REPORT.—Not later than 180 days after the date
23
of the enactment of this Act, the Comptroller General shall

on the results of the study conducted under subsection (a).
