INCLUSION OF INFORMATION REGARDING MILI- 1 TARY INSTALLATION RESILIENCE IN MASTER 2 PLANS FOR MAJOR MILITARY INSTALLA- 3 TIONS. 4 (a) MILITARY INSTALLATION RESILIENCE.—Section 5 2864 of title 10, United States Code, is amended— 6 (1) in subsection (a)(1), by inserting ‘‘military 7 installation resilience,’’ after ‘‘master planning,’’; 8 (2) by redesignating subsections (c) and (d) as 9 subsections (e) and (f), respectively; and 10 (3) by inserting after subsection (b) the fol- 11 lowing new subsection: 12 ‘‘(c) MILITARY INSTALLATION RESILIENCE COMPO- 13 NENT.—To address military installation resilience under 14 subsection (a)(1), each installation master plan shall dis- 15 cuss the following: 16 ‘‘(1) Risks and threats to military installation 17 resilience that exist at the time of the development 18 of the plan and that are projected for the future, in- 19 cluding from extreme weather events, mean sea level 20 fluctuation, wildfires, flooding, and other changes in 21 environmental conditions. 22 ‘‘(2) Assets or infrastructure located on the 23 military installation vulnerable to the risks and 24 threats described in paragraph (1), with a special 25 emphasis on assets or infrastructure critical to the 26 VerDate Sep 11 2014 04:08 Jun 08, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3041.IH H3041 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 3041 IH mission of the installation and the mission of mem- 1 bers of the armed forces. 2 ‘‘(3) Lessons learned from the impacts of ex- 3 treme weather events, including changes made to the 4 military installation to address such impacts, since 5 the prior master plan developed under this section. 6 ‘‘(4) Ongoing or planned infrastructure projects 7 or other measures, as of the time of the development 8 of the plan, to mitigate the impacts of the risks and 9 threats described in paragraph (1). 10 ‘‘(5) Community infrastructure and resources 11 located outside the installation (such as medical fa- 12 cilities, transportation systems, and energy infra- 13 structure) that are— 14 ‘‘(A) necessary to maintain mission capa- 15 bility or that impact the resilience of the mili- 16 tary installation; and 17 ‘‘(B) vulnerable to the risks and threats 18 described in paragraph (1). 19 ‘‘(6) Agreements in effect or planned, as of the 20 time of the development of the plan, with public or 21 private entities for the purpose of maintaining or en- 22 hancing military installation resilience or resilience 23 of the community infrastructure and resources de- 24 scribed in paragraph (5). 25 VerDate Sep 11 2014 04:08 Jun 08, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3041.IH H3041 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 3041 IH ‘‘(7) Projections from recognized governmental 1 and scientific entities such as the Census Bureau, 2 the National Academies of Sciences, the United 3 States Geological Survey, and the United States 4 Global Change Research Office (or any similar suc- 5 cessor entities) with respect to future risks and 6 threats (including the risks and threats described in 7 paragraph (1)) to the resilience of any project con- 8 sidered in the installation master plan during the 9 50-year lifespan of the installation.’’. 10 (b) REPORT ON MASTER PLANS.—Section 2864 of 11 title 10, United States Code, is amended by inserting after 12 subsection (c), as added by subsection (a), the following 13 new subsection: 14 ‘‘(d) REPORT.—Not later than March 1 of each year, 15 the Secretary of Defense shall submit to the congressional 16 defense committees a report listing all master plans com- 17 pleted pursuant to this section in the prior calendar 18 year.’’. 19 (c) DEFINITION OF MAJOR MILITARY INSTALLA- 20 TION.—Section 2864(f)(1) of title 10, United States Code, 21 as redesignated by subsection (a), is amended by striking 22 ‘‘has the meaning given to the term ‘large site’ ’’ and in- 23 VerDate Sep 11 2014 04:08 Jun 08, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3041.IH H3041 pamtmann on DSKBFK8HB2PROD with BILLS 5 •HR 3041 IH serting ‘‘means a ‘large site’ or ‘medium site’ as such 1 terms are described’’. 2 Æ VerDate Sep 11 2014 04:08 Jun 08, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H3041.IH H3041 pamtmann on DSKBFK8HB2PROD with BILLS
