To direct the Secretary of Veterans Affairs to carry out
the Women’s Health Transition Training pilot program
through at least fiscal year 2020, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Helping Expand and
2
Launch Transitional Health for Women Veterans Act’’ or
3
‘‘HEALTH Act’’.

SEC. 2. ENCOURAGEMENT OF PARTICIPATION IN WOMEN’S
5
HEALTH TRANSITION TRAINING PILOT PRO-
6
GRAM.

(a) DURATION.—The Secretary of Veterans Affairs
8
shall carry out the Women’s Health Transition Training
9
pilot program (in this section referred to as the ‘‘pilot pro-
10
gram’’) until at least September 30, 2020.
11
(b) REPORT.—Not later than September 30, 2020,
12
the Secretary of Defense and the Secretary of Veterans
13
Affairs shall jointly submit to the appropriate congres-
14
sional committees a report on the pilot program that in-
15
cludes the following:
16
(1) For the period since the commencement of
17
the pilot program—
18
(A) the number of women members by
19
military department (with respect to Depart-
20
ment of the Navy, separately for the Navy and
21
Marine Corps) who participated in the pilot
22
program;
23
(B) the number of courses held under the
24
pilot program; and

(C) the locations at which such courses
1
were held, and the number of seats available
2
and the number of participants at each such lo-
3
cation.

(2) With respect to the number of members
5
who participated in the pilot program as specified
6
under paragraph (1)—
7
(A) the number who enrolled in the health
8
care system established under section 1705(a)
9
of title 38, United States Code; and
10
(B) the number who attended at least one
11
health care appointment at a medical facility of
12
the Department of Veterans Affairs.
13
(3) Data relating to—
14
(A) satisfaction with courses held under
15
the pilot program;
16
(B) improved awareness of health care
17
services administered by the Secretary of Vet-
18
erans Affairs; and
19
(C) any other available statistics regarding
20
the pilot program.
21
(4) A discussion of regulatory, legal, or resource
22
barriers to—
23
(A) making the pilot program permanent
24
to enable access by a greater number of women

members at locations throughout the United

States;
2
(B) offering the pilot program online for
3
women members who are unable to attend
4
courses held under the pilot program in person;
5
and
6
(C) the feasibility of automatically enroll-
7
ing pilot program participants in the health
8
care system established under section 1705(a)
9
of title 38, United States Code.

(c) APPROPRIATE CONGRESSIONAL COMMITTEES DE-
11
FINED.—In this section, the term ‘‘appropriate congres-
12
sional committees’’ means the Committees on Veterans’
13
Affairs and the Committees on Armed Services of the
14
House of Representatives and the Senate.
