STATISTICS RELATING TO SEXUAL OFFENSES THAT 1 OCCUR ABOARD ANY MODE OF TRANSPOR- 2 TATION OVER WHICH THE FEDERAL GOVERN- 3 MENT EXERCISES JURISDICTION. 4 (a) DATA COLLECTION.—Under the authority of sec- 5 tion 534 of title 28, United States Code, the Attorney 6 General shall acquire data, for each calendar year, about 7 sexual offenses (as such term is defined in section 8 111(a)(5) of the Sex Offender Registration and Notifica- 9 tion Act (34 U.S.C. 20911(a)(5))), including rape, that 10 occur aboard any mode of transportation over which the 11 Federal Government exercises jurisdiction (including air- 12 craft, any vessel of the United States or which travels in 13 interstate or foreign commerce or within the admiralty 14 and maritime jurisdiction of the United States, any vehicle 15 used or designed for flight or navigation in space, and any 16 vehicle which travels via any facility of interstate or for- 17 eign commerce), disaggregated by— 18 (1) the mode of transportation aboard which 19 the offense was committed, including— 20 (A) a specific disaggregation of offenses 21 committed aboard cruise ships (as such term is 22 defined in section 4071(d) of the Intelligence 23 Reform and Terrorism Prevention Act of 2004 24 (46 U.S.C. 70101 note)); and 25 VerDate Sep 11 2014 19:14 Jun 06, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2889.IH H2889 khammond on DSKBBV9HB2PROD with BILLS 3 •HR 2889 IH (B) a specific disaggregation of offenses 1 committed aboard aircraft (as such term is de- 2 fined in section 31(a)(1) of title 18, United 3 States Code); and 4 (2) the location of the commission of the of- 5 fense. 6 (b) PUBLICATION.—Not later than 1 year after the 7 date of enactment of this Act, the Attorney General shall 8 publish the data acquired under subsection (a), except 9 that no personally identifiable information shall be pub- 10 lished. 11 (c) ADDITION TO NIBRS.—The Attorney General, in 12 accordance with the States, in compiling data regarding 13 sexual offenses as part of the National Incident-Based Re- 14 porting System (NIBRS) shall include modes of transpor- 15 tation aboard which such offenses were committed. 16 Æ VerDate Sep 11 2014 19:14 Jun 06, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H2889.IH H2889 khammond on DSKBBV9HB2PROD with BILLS
