A BILL
To prevent prisoners who have been convicted of terrorism
related offenses from being eligible for early release, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘No Leniency for Ter-
4
rorists Act of 2019’’.
5
SEC. 2. EARLY RELEASE EXCEPTION.
6
(a) IN GENERAL.—Section 3624(b) of title 18,
7
United States Code, is amended—
8
(1) in paragraph (1)—

(A) by striking ‘‘Subject to paragraph (2)’’

each place it appears and inserting ‘‘Subject to
2
paragraphs (2) and (5)’’ ; and
3
(B) by striking ‘‘year’’ and inserting
4
‘‘year,’’; and
5
(2) by adding at the end the following:
6
‘‘(5) A prisoner may not receive credit toward
7
service of the prisoner’s sentence for a crime
8
under—
9
‘‘(A) chapter 113b of this title; or
10
‘‘(B) section 206 of the International
11
Emergency Economic Powers Act (50 U.S.C.
12
1705) resulting from conspiring with, providing
13
material support or resources to, supplying
14
services to, or otherwise aiding a foreign ter-
15
rorist organization designated under section
16
219 of the Immigration and Nationality Act of
17
1965 (8 U.S.C. 1189).’’.

(b) APPLICABILITY.—This Act and the amendments
19
made by this Act shall apply with respect to each prisoner
20
in the custody of the Bureau of Prisons on or after the
21
date of enactment of this Act.
