A BILL
To prevent the issuance of grants to entities that impose
an unreasonable condition on or unjust discrimination
against an air carrier operating pursuant to a contract
with a Government agency, including United States Im-
migration and Customs Enforcement, and for other pur-

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Prohibiting Local Air-
4
ports from Neglecting Enforcement Act’’ or the ‘‘PLANE
5
Act’’.

SEC. 2. ISSUANCE OF GRANTS.

(a) IN GENERAL.—Notwithstanding any other provi-
8
sion of law, if the Secretary of Transportation determines
9
that the sponsor of a public-use airport has violated a cov-
10
ered grant assurance, the Secretary may not issue a grant
11
under chapter 471 of title 49, United States Code, to such
12
sponsor for any fiscal year in which the violation of the
13
covered grant assurance occurs.

(b) DEFINITIONS.—In this section, the following defi-
15
nitions apply:

(1) COVERED GRANT ASSURANCE.—The term
17
‘‘covered grant assurance’’ means a grant assurance
18
made under—
19
(A) section 47107(a)(1) of title 49, United
20
States Code, if the violation is related to an un-
21
reasonable condition imposed on or unjust dis-
22
crimination against an air carrier operating
23
pursuant to a contract with a Government

(2) OTHER TERMS.—The terms ‘‘sponsor’’ and

‘‘public-use airport’’ have the meanings given such

terms in section 47102 of title 49, United States

Code.
