nessee) introduced the following bill; which was referred to the Committee
on the Judiciary
A BILL
To amend title 18, United States Code, to permit uniformed
law enforcement officers to carry agency-issued firearms
in certain Federal facilities, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Officers of
4
the Law In Civilian Establishments Act of 2019’’ or as
5
the ‘‘POLICE Act of 2019’’.

SEC. 2. PERMITTING UNIFORMED LAW ENFORCEMENT OF-

FICERS TO CARRY AGENCY-ISSUED FIRE-
2
ARMS.

Section 930 of title 18, United States Code, is
4
amended—
5
(1) in subsection (d)—
6
(A) in paragraph (2), by striking ‘‘or’’ at
7
the end;
8
(B) in paragraph (3), by striking the pe-
9
riod at the end and inserting ‘‘; or’’; and
10
(C) by adding at the end the following:
11
‘‘(4) the lawful carrying of agency-issued fire-
12
arms and other dangerous weapons in Facility Secu-
13
rity Level I and II Federal civilian public access fa-
14
cilities by a uniformed officer, agent, or employee of
15
the United States, a State, or a political subdivision
16
thereof, who is authorized by law to engage in or su-
17
pervise the prevention, detection, investigation, or
18
prosecution of any violation of law.’’; and
19
(2) in subsection (g), by adding at the end the
20
following:

‘‘(4) The term ‘Facility Security Level’ means
22
a security risk assessment level assigned to a Fed-
23
eral facility by the facility’s security agency in ac-
24
cordance with the biannually issued Interagency Se-
25
curity Committee Standard.

‘‘(5) The term ‘civilian public access facility’
1
means a facility open to the general public.
2
‘‘(6) The term ‘uniformed officer, agent, or em-
3
ployee’ means an officer, agent, or employee wearing
4
a clearly identifiable agency standard-issued uniform
5
with a clearly identifiable agency-issued identifica-
6
tion badge.’’.
