DEGREE GRANTING AUTHORITY FOR UNITED 1 STATES ARMY ARMAMENT GRADUATE 2 SCHOOL. 3 (a) IN GENERAL.—Chapter 751 of title 10, United 4 States Code, is amended by adding at the end the fol- 5 lowing new section: 6 ‘‘§ 7422. Degree granting authority for United States 7 Army Armament Graduate School 8 ‘‘(a) AUTHORITY.—Under regulations prescribed by 9 the Secretary of the Army, the Chancellor of the United 10 States Army Armament Graduate School may, upon the 11 recommendation of the faculty and provost of the college, 12 confer appropriate degrees upon graduates who meet the 13 degree requirements. 14 ‘‘(b) LIMITATION.—A degree may not be conferred 15 under this section unless— 16 ‘‘(1) the Secretary of Education has rec- 17 ommended approval of the degree in accordance with 18 the Federal Policy Governing Granting of Academic 19 Degrees by Federal Agencies; and 20 ‘‘(2) the United States Army Armament Grad- 21 uate School is accredited by the appropriate civilian 22 academic accrediting agency or organization to 23 award the degree, as determined by the Secretary of 24 Education. 25 VerDate Sep 11 2014 03:04 Jun 05, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2880.IH H2880 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 2880 IH ‘‘(c) CONGRESSIONAL NOTIFICATION REQUIRE- 1 MENTS.—(1) When seeking to establish degree granting 2 authority under this section, the Secretary of Defense 3 shall submit to the Committees on Armed Services of the 4 Senate and the House of Representatives— 5 ‘‘(A) a copy of the self-assessment questionnaire 6 required by the Federal Policy Governing Granting 7 of Academic Degrees by Federal Agencies, at the 8 time the assessment is submitted to the Department 9 of Education’s National Advisory Committee on In- 10 stitutional Quality and Integrity; and 11 ‘‘(B) the subsequent recommendations and ra- 12 tionale of the Secretary of Education regarding the 13 establishment of the degree granting authority. 14 ‘‘(2) Upon any modification or redesignation of exist- 15 ing degree granting authority, the Secretary of Defense 16 shall submit to the Committees on Armed Services of the 17 Senate and House of Representatives a report containing 18 the rationale for the proposed modification or redesigna- 19 tion and any subsequent recommendation of the Secretary 20 of Education on the proposed modification or redesigna- 21 tion. 22 ‘‘(3) The Secretary of Defense shall submit to the 23 Committees on Armed Services of the Senate and House 24 of Representatives a report containing an explanation of 25 VerDate Sep 11 2014 03:04 Jun 05, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2880.IH H2880 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 2880 IH any action by the appropriate academic accrediting agency 1 or organization not to accredit the United States Army 2 Armament Graduate School to award any new or existing 3 degree.’’. 4 (b) CLERICAL AMENDMENT.—The table of sections 5 at the beginning of such chapter is amended by adding 6 at the end the following new item: 7 ‘‘7422. Degree granting authority for United States Army Armament Graduate School.’’.
