To amend title 10, United States Code, to improve consulta-
tion by the Military Aviation and Installation Assurance
Siting Clearinghouse with installations affected by
windfarm projects, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Service Pilot Protec-
4
tion Act’’.

SEC. 2. CONSULTATION BY MILITARY AVIATION AND IN-
1
STALLATION ASSURANCE SITING CLEARING-
2
HOUSE WITH INSTALLATIONS AFFECTED BY
3
WINDFARM PROJECTS.

Section 183a(b) of title 10, United States Code, is
5
amended by adding at the end the following new para-
6
graph:
7
‘‘(4) With respect to an application described in para-
8
graph (1) for a windfarm project, in ensuring that affected
9
local military installations are consulted under such para-
10
graph, the Clearinghouse shall—
11
‘‘(A) verify whether the commander of the ap-
12
propriate major command or forces command, in
13
consultation with each such installation, approved or
14
objected to the application;
15
‘‘(B) publish on an publicly available internet
16
website of the Department of Defense the proce-
17
dures for notifying each such installation of the ap-
18
plication; and
19
‘‘(C) not less frequently than annually, submit
20
to the Committee on Armed Services, the Committee
21
on Commerce, Science, and Transportation, and the
22
Committee on Energy and Natural Resources of the
23
Senate and the Committee on Armed Services and
24
the Committee on Energy and Commerce of the
25
House of Representatives—

‘‘(i) a list of approvals and objections
1
under subparagraph (A) during the year cov-
2
ered by the report; and
3
‘‘(ii) an assessment of whether approved
4
windfarm projects, either individually or collec-
5
tively, impacted the training capabilities, oper-
6
ations, or readiness of the military department
7
concerned during such year.’’.
